An Garda Síochána are now looking to recruit suitably qualified and experienced people professionals for a range of roles in People & Development. The Senior HR Business Partner plays a strategic role in aligning HR practices with organisational objectives across An Garda Síochána. The Senior HR Business Partner acts as a consultant and trusted advisor to divisional and regional leadership, supporting the effective implementation of people strategies that enhance workforce engagement, performance, capability, and compliance.

The Senior HR Business Partner will report to a Head of Function in one of the following areas:
  • Talent Acquisition
  • People Operations
  • Learning & Development
  • Governance & Planning
  • Organisational Development
  • Business Partnering
  • Industrial Relations

Responsibilities could include:

  • Act as a Senior strategic partner to assigned Garda regions/divisions, aligning HR initiatives with operational goals.
  • Provide expert advice on HR matters including: workforce planning; health and safety; equity, diversity and inclusion; employee relations; case management; talent management; selection; learning and development; reward and recognition; policy development; change management; and, organisational design.
  • Managing, developing and building the capability of a team/Unit.
  • Work closely with senior Garda Management to identify HR solutions that support policing objectives and organisational performance.
  • Promoting HR as a trusted strategic business partner and centre of expertise; providing expert, best-practice support and advice on all HR-related matters to employees, managers and senior leaders.
  • Driving continuous improvement and quality assurance across HR services.
  • Drive talent management initiatives such as recruitment, onboarding, retention, and talent development aligned to the HR Strategy and Workforce Plan.
  • Support the implementation of HR strategies, policies, and frameworks within assigned areas.
  • Analyse workforce data and metrics to inform decision-making, identify trends, and develop proactive people solutions.

Essential: Professional Qualifications, Experience, Requirements, Skills

Candidates by the closing date must have:

  1. A National Framework of Qualifications (NFQ) Level 8 (equivalent or higher) in a related subject
  2. A minimum of 3 years' experience working in a HR role with a proven track record of successfully managing and delivering across a range of projects or programmes.
  3. Experience in the design and delivery of HR related policies and/or strategies.
  4. Experience of leading/managing change within an organisation and a demonstrated commitment to driving innovation.
  5. Experience of managing and developing a team, including the capacity to work effectively and collaboratively within teams and foster positive working relationships both internally and externally.
  6. The proven ability to deliver objectives, including the ability to work under pressure and the capacity to work to tight deadlines.

Desirable

  • Membership of the CIPD or equivalent.
  • Knowledge of challenges across the employment and employee relations landscape.
  • Experience in a large matrix organisation.
