There are positions across both Procurement section and Digital/ICT in An Garda Síochána that will be filled by successful candidates to this competition.

The specific duties of the Senior Procurement Specialist will largely be determined by the role to which you are assigned, however, some duties and responsibilities will be common to all roles. The range of activities and responsibilities attached to the position of Senior Procurement Specialist will include some or all of the following:

  • Develop tender documentation, and complete procurement activities from end-to-end.
  • Work directly with The Office of Government Procurement (OGP) on procurement processes and to utilise relevant framework agreements.
  • Work with colleagues across An Garda Síochána on developing tenders and managing contracts.
  • Manage and monitor contractual arrangements.
  • Manage relationships with vendors to drive value for money from procurement processes and contracts to implement best sourcing practices.
  • Responsible for evaluating suppliers, products and services and ensuring that approved purchases are cost efficient and of high quality.
  • Liaise with requestors to clarify requirements.
  • Providing an appropriate management of expenditure and supporting procurement activities to gain maximum value for money and ensure processes adhere to the public spending code.
  • The successful Senior Procurement Specialist will be responsible for the management and supervision of all work carried out in their area of responsibility.
  • Support the development of annual procurement plans and yearly projected procurements.
  • Play an active part in OGP sourcing teams.
  • Manage local and organisation contracts registers.
  • Analysis of spend on products and services to identify areas for cost savings, better service and better supplier performance.
  • Drive cost efficiency through process improvements.
  • Facilitate effective internal communication with stakeholders throughout the organisation at different levels.
  • Support other change initiatives as they arise.
  • Contribute to financial governance reports.
  • Provide budget-related inputs for reports that are subsequently shared with higher-level offices, such as the Department of Public Expenditure, NDP Delivery and Reform (DPENDR).
  • Coordinate with vendors to ensure smooth procurement processes.
  • Develop positive working relationships with internal and external stakeholders.


The role as outlined above is intended to act as a guide only to activities required to perform the role. Additional tasks may be assigned by the Assistant Principal as required in fulfilling the duties of Senior Procurement Specialist.
