About the Role
We are seeking a Senior Assistant Technical Services Officer (SATSO) to join a large and complex healthcare infrastructure and estates function.
Reporting to the senior estates management team, you will support the delivery of capital projects, estate maintenance programmes, building services management, property-related initiatives and infrastructure improvement works across a diverse property portfolio.
This role offers a varied mix of project management, technical services, estate maintenance, contractor management, compliance oversight and stakeholder engagement and would suit professionals from engineering, architecture, surveying, construction, facilities management or building services backgrounds.
Key Responsibilities
- Support the planning, development and delivery of minor and major capital projects from conception through to completion.
- Assist with project budgeting, procurement activities, tender evaluations and contract administration.
- Coordinate and supervise contractors, consultants and service providers to ensure successful project delivery.
- Develop and manage planned preventative maintenance programmes for buildings, infrastructure and associated services.
- Monitor estate assets and ensure buildings, services and equipment are maintained in accordance with approved standards and regulatory requirements.
- Support property management initiatives, estate assessments and local property planning activities.
- Provide technical advice and support to operational teams and key stakeholders on estate and infrastructure matters.
- Assist in ensuring compliance with procurement regulations, health and safety requirements, building regulations and statutory obligations.
- Monitor project performance, resources and expenditure to achieve value for money and operational objectives.
- Support colleagues in the implementation of fire prevention, fire safety and risk management measures across the estate.
- Work collaboratively with responsible colleagues to identify and deliver energy efficiency and sustainability initiatives.
Requirements
Essential
- Level 8 degree (or higher) in Engineering, Architecture, Building Surveying, Quantity Surveying, Property Surveying or a related discipline.
- Alternatively, membership of a relevant professional body such as Engineers Ireland, RIAI, SCSI or RICS may be considered.
- Minimum 5 years' relevant experience in project management, construction, building services, maintenance, design or infrastructure delivery.
- Strong technical knowledge of buildings, infrastructure, maintenance and capital works programmes.
- Excellent stakeholder engagement, communication and organisational skills.
- Full access to transport and willingness to travel between sites as required.
Desirable
- Experience within healthcare, public sector or multi-site environments.
- Project management or contract administration experience.
- Experience managing building services, maintenance programmes or capital works.
- Knowledge of fire safety, risk management and sustainability initiatives.
- Chartered status or progression towards chartership.
Salary & Benefits
- Starting salary: €60,859
- Permanent position.
- Pensionable public sector role.
- 35-hour working week.
- Annual incremental salary progression.
- Relevant recognised public sector service may be considered for incremental credit, potentially resulting in appointment above the minimum point of the scale.
