Project Manager

Location: Belfast

Hours of work: Monday - Friday / 9am - 5pm (37 hours p/w)

Salary: £18.06 p/h

Duration: Temporary ongoing

About the Role:

We are seeking a Project Manager (Construction Procurement) to join our client a large public sector organisation to support the Senior Project Manager in the procurement of construction works, building services, and professional services contracts.

Key Responsibilities

  • Lead construction procurement exercises in collaboration with clients and the Corporate Procurement Unit.
  • Draft and review tender and contract documentation, ensuring compliance with public procurement policy and best practices.
  • Provide technical and financial input for procurement requirements, ensuring all documentation aligns with relevant legislation and policies.
  • Deliver statistical analysis, cost estimations, and contract evaluations.
  • Advise on energy efficiency, environmental impact, and sustainable construction practices.
  • Draft NEC3 and NEC4 contract documentation for construction and professional services contracts.
  • Manage procurement projects using PRINCE2 methodologies to ensure efficient delivery.
  • Conduct contract initiation, handover meetings, and post-project evaluations.
  • Interpret AutoCAD technical drawings and ensure adherence to health, safety, and environmental policies.
  • Contribute to the development of business plans and the promotion of corporate objectives.

Essential Criteria:

  1. Qualifications & Experience
    (Applicants must meet one of the following)
  • A bachelor's degree (or equivalent Level 6 qualification) in Quantity Surveying or another relevant Building/Construction discipline PLUS at least 2 years' relevant experience within a Building/Construction function.
  • A BTEC Higher National Certificate/Diploma (or equivalent Level 5 qualification) in Quantity Surveying or another Technical/Construction discipline PLUS at least 3 years' relevant experience within a Building/Construction function.

  1. Technical Knowledge & Practical Experience
    Candidates must demonstrate relevant experience in all of the following:
  • Drafting and developing contract documentation for tender, ensuring compliance with standards and stakeholder engagement.
  • Collection, analysis, and reporting of cost data related to repairs and planned maintenance contracts.
  • Providing technical and financial advice on construction-related contract matters.
  • Knowledge and application of NEC3 and/or NEC4 contracts.

  • Strong customer focus.
  • Effective oral and written communication, including the ability to prepare and present technical reports.
  • Ability to work within tight deadlines.
  • Self-motivated with the ability to manage workload and prioritise tasks.
  • Proficiency in Microsoft Word and Excel.
