The Role
The GSAS Principal Officer senior manager has overall responsibility for the delivery of analysis outputs to a defined group of Garda regions and/or specialist units. This includes the full range of GSAS services from investigation support to bespoke reports. The role involves prioritising the work of the teams in line with business needs and ensuring that common standards (methodology) are established and followed. GSAS is responsible for the quality of information provided to investigators, as input to management decisions and contained in reports that they author. The role also includes highlighting underlying data quality issues and supporting data quality improvement initiatives, although GSAS is not directly responsible for micro data quality.

Principal Duties and Responsibilities

  • Delivery of high quality analysis and analytics services to a set of Garda regions and specialist units that directly enables investigation outcomes, management decisions and policy making.
  • Working closely with Garda management to understand their business objectives and operations and applying this to how data and analytics can support them.
  • Identifying successful analytics deliverables in individual units to encourage best practice across the organisation overall.
  • Ensuring that the right skills and capacity are available to support investigations and the creation of timely, relevant management information.
  • Representing AGS in meetings and workshops with external stakeholders and researchers.
  • Highlighting patterns of poor underlying data quality (for example in IT systems) and recommending improvement actions.
  • Ensuring consistent data analysis and analytics methodologies across AGS.
  • Building a distributed delivery model where Garda divisions/sections get local analysis support but to a common set of national standards.
  • Attracting and retaining data analysis talent as GSAS grows.
  • Developing a culture of innovation in new analytics techniques and new sources of data (promoting experimentation but "failing fast" on ideas that will not make it to mainstream production).

Essential: Professional Qualifications, Experience, Requirements, Skills

  • A qualification at minimum level 8 in the National Framework of Qualifications (Honours Bachelor Degree level), in a related discipline. (Related discipline to be determined by the interview board but include those with a significant data aspect, statistics, social science and criminology amongst others.)
  • Experience of growing and running a data analysis and/or data-led research group.
  • Expert knowledge of the development and management of statistical and/or analysis methodologies.
  • Experience of working in an environment where analysis can be used to support critical and/or potentially life changing decisions.
  • Ability to summarise key trends, conclusions and implications for colleagues and external stakeholders.

Desirable: Requirements, Skills:

  • At least 5 years' experience working in a senior data analysis role, including hiring and developing analysts and analyst managers in multiple teams.
  • The confidence to challenge the incorrect use or interpretation of data.
  • Experience of delivering data analysis in a law enforcement, policing or security context.
