Overview
Staffline is recruiting on behalf of the Northern Ireland Housing Executive for a Fire Safety Officer.
The successful candidate will be responsible for the Fire Safety Management of a designated portfolio of premises, working collaboratively with internal departments, external organisations, contractors and other stakeholders to ensure the delivery of a customer-focused service.
The role will involve undertaking Fire Risk Assessments, managing Fire Safety Action Plans, coordinating remedial works and providing professional advice on fire safety legislation, regulations and technical standards.
Key Duties
- Take responsibility for the Fire Safety Management of a designated portfolio of premises.
- Undertake Fire Risk Assessments to identify hazards and risks to relevant persons and prescribe appropriate risk reduction measures.
- Develop and manage Fire Safety Action Plans.
- Ensure actions arising from Fire Risk Assessments are completed and updated within acceptable timescales.
- Proactively pursue remedial actions assigned to other responsible parties to reduce fire risks to as low as reasonably practicable.
- Manage and coordinate the operational delivery of Fire Safety works through contractors.
- Work collaboratively with team members to achieve team and departmental objectives and KPIs.
- Provide advice to internal stakeholders on Fire Safety technical matters, including statutory obligations, Building Regulations and relevant National and European Technical Standards.
- Monitor the performance of Fire Safety contractors and attend monthly contract performance meetings.
- Escalate issues relating to non-compliance or poor contractor performance to senior management or contract managers where necessary.
- Consult with relevant stakeholders, including local authority representatives, tenants, staff and community representatives, on Fire Safety matters.
- Make recommendations to management where significant fire safety risks are identified or where immediate action is required to prevent loss of life, serious injury, property damage or potential prosecution.
- Support the design, development and delivery of internal and external Fire Safety training.
- Assist with the preparation of reports for the organisation's Health & Safety Committees and other relevant assurance committees.
- Maintain up-to-date knowledge of Fire Safety legislation, industry best practice and technical standards through ongoing professional development.
- Undertake relevant training courses and attend work-related seminars as required.
- Issue works Task Orders through the Housing Executive's IT system, including cost centre allocation, priority and works descriptions.
- Approve necessary variations and authorise invoices for payment within delegated levels of authority.
- Monitor and manage complaints, resolving issues and identifying trends where appropriate.
- Act as a focal point for general Fire Safety enquiries as directed by the Fire Safety Manager.
Essential Criteria
- Sufficient training, experience and knowledge to act as a competent person in undertaking Fire Risk Assessments.
- Knowledge of Fire Safety legislation, statutory obligations, Building Regulations and relevant technical standards.
- Ability to identify fire hazards and risks and recommend appropriate risk reduction measures.
- Experience of managing and coordinating Fire Safety works and working with contractors.
- Ability to monitor contractor performance and address issues of non-compliance.
- Strong communication skills and the ability to work effectively with a range of internal and external stakeholders.
- Ability to make sound professional judgements, particularly where significant or immediate fire safety risks are identified.
- Commitment to ongoing and continuous professional development.
Working Arrangements
The role will involve a combination of office and home-based working, with site visits required as part of the position.
Site-specific Personal Protective Equipment (PPE) will be provided where required when entering building sites.
A ladder and laser measuring device will also be provided for use as part of the role.
Break Entitlement: Minimum 20-minute break, which can be taken flexibly between 12pm and 2pm.
