Job description

Quantity Surveyor
Location: Housing Executive
Hours: Full-Time, Monday - Friday, 9am - 5pm
Pay Rate: £18.72 per hour

Key Responsibilities

  • Prepare and assist in the development of specifications, drawings, bills of quantities, and schedules of rates to support the tendering and quotation process.
  • Work closely with the Procurement Team to deliver pilot schemes and ensure appropriate contracts are in place across the regional programme.
  • Provide commercial and contractual support, ensuring accurate interpretation of contract terms and effective risk management.
  • Monitor and manage budgets effectively, including forecasting, cash flow projections, benchmarking, and financial reporting.
  • Evaluate tenders and quotations, prepare agreements and contracts, and administer contracts to ensure value for money and minimise risk.
  • Maintain effective communication with contractors and consultants to support the successful delivery of projects.
  • Authorise works instructions, variations, and invoice payments within delegated approval limits.
  • Ensure all project documentation and system records are accurate, compliant, and updated in a timely manner.
  • Provide technical and commercial advice to management and wider teams.
  • Support the development and implementation of risk mitigation strategies, including maintaining risk registers where required.
  • Contribute to stock condition appraisals, regeneration initiatives, and asset management strategies across the region.
  • Ensure the effective commercial management and performance monitoring of investment and compliance contracts.
  • Support the delivery and continuous improvement of high-quality services, policies, and procedures.
  • Ensure compliance with Data Protection, Equality, Health & Safety, and all relevant legislation and policies.
  • Participate in meetings, forums, tenant consultations, seminars, and working groups as required.
  • Engage in benchmarking and best practice initiatives both within and outside the sector.
  • Promote a positive health and safety culture and contribute to staff wellbeing and welfare.
  • Provide accurate information for internal and external audits when required.
  • Participate in ongoing training and support the development of staff capability across the organisation.
  • Support recruitment, induction, supervision, and management of staff where appropriate.
  • Contribute to the achievement of corporate objectives and strategic priorities.
  • Interpret and implement legislative and policy changes relevant to operational areas.
  • Represent the organisation professionally with external stakeholders and partner organisations.

ESSENTIAL CRITERIA

Applicants must meet one of the following criteria:

  • A Degree or equivalent Level 6 qualification in a Building/Construction-related discipline, along with a minimum of 1 year's relevant experience within a Building/Construction environment.

OR

  • A BTEC Higher Certificate or equivalent Level 5 qualification in a Building/Construction-related discipline, along with a minimum of 2 years' relevant experience within a Building/Construction environment.

OR

  • Demonstrable equivalent continuing professional development and/or experiential learning, together with a minimum of 3 years' relevant experience within a Building/Construction environment.
