Rural and Regeneration Officer

Rural and Regeneration Officer required for a large public sector organisation based through the Northern Ireland Housing Executive.

Location: Housing Centre, Adelaide Street.

Pay Per Hour: £15.95

Full Time / Part Time: Full Time

JOB SUMMARY/MAIN PURPOSE:

  1. Assist in the management of research, development, implementation and review of policy for the delivery of rural and regeneration programmes, including but not limited to, the Small Pockets of Deprivation Programme, Heritage in Housing and Village Catalyst.
  2. Work closely with the designated partners, both statutory and community, to assist in the process of delivering rural and regeneration programmes.
  3. Contribute to the development, review and implementation of policy.
  4. Management of programme budgets to ensure compliance with audit requirements and value for money, and provide assistance and support to funded Delivery Organisations as required.
  5. Monitor and evaluate delivery of programmes funded in line with agreed outcomes, ensuring that value for money is achieved, and audit and reporting requirements are met.
  6. Contribute to the preparation of draft programme and project plans and other project documentation such as business cases, risk registers, viability/feasibility assessments, equality screenings, impact assessments, etc. for consideration by senior officers.
  7. Assist in housing led and community regeneration and provide a local enabling role to support delivery of rural and regeneration programmes and outcomes.
  8. To ensure the accurate and timely recording of programme activity, updating and developing system databases to facilitate the management and delivery of rural and regeneration programmes.
  9. To review, develop and revise work processes, data management, and documentation on an ongoing basis.
  10. Prepare draft responses to enquiries regarding regeneration programmes as required to include Assembly Questions, Information Requests, Media Enquiries and Freedom of Information Requests.
  11. Contribute to and draft Committee and Board Papers and formal reports, as required.
  12. To work collaboratively and communicate effectively with a wide variety of external stakeholders including the Department for Communities (DfC), other government departments, local councils, public bodies, voluntary and community sector organisations, private organisations, customer networks and housing associations.
  13. Represent the Housing Executive positively in external partnerships and work collaboratively with others towards shared goals.
  14. Develop the team, individuals and self to improve performance and meet business objectives.
  15. To source, analyse and apply information to solve problems, and promote continuous improvement of service delivery.

ESSENTIAL CRITERIA

  • Candidates must hold a degree or an equivalent level qualification (Level 6*),and can demonstrate a minimum of one year's relevant experience*

OR

  • Candidates must hold a HND or equivalent level qualification (Level 5*) and can demonstrate a minimum of two years' relevant experience*

OR

  • Can demonstrate equivalent continuing professional development of experiential learning and demonstrate at least three years' relevant experience

  1. Experience of being involved in the delivery of housing and/or regeneration programmes.
  2. Working and communicating effectively with internal and external stakeholders to provide effective services to meet the needs of customers and key stakeholders.
  3. Experience in the research, development and implementation of policies in relation to housing and/or regeneration.
  4. Experience in interpreting data, compiling reports and managing complex information.
  5. Experience of managing programme budgets and proficiency in monitoring and evaluation of organisations where public funds are concerned.
