ORGANISATION OVERVIEW
The Business Services Organisation (BSO) Procurement and Logistics Service (PaLS) is a recognised Centre of Procurement Expertise (CoPE) established under the Northern Ireland Public Procurement Policy as approved by the Northern Ireland Assembly.
PaLS is the sole provider of professional goods and services to Health and Social Care (HSC) Trusts, Board and Agencies in Northern Ireland; covering sourcing, procurement, contracting, contract management, logistics and warehousing. Expenditure in the goods and services division currently managed for HSC organisations is in excess of £1.3bn p.a. and involves around 400 staff, with an operating budget of around £18m p.a. and a warehouse turnover of £52m p.a. BSO PaLS has also established divisions for social care and ICT procurement through which it is expected that expenditure influenced will grow to circa £2.0bn p.a. of goods and services spend on behalf of HSC NI.
JOB SUMMARY
To assist the Procurement Manager in the provision of a value for money purchasing service to HSCNI customers in line with HSCNI regulations and ISO 9001 procedures ensuring Service Level Agreement and PaLS Service Delivery Plan objectives are achieved. This role is principally concerned with a sourcing / contracting role for HSCNI.
KEY DUTIES & RESPONSIBILITIES
- Proactively reviewing and sourcing goods and services in line with value for money principles.
- Purchasing goods and services including the utilisation of the tendering and quotation process in accordance with HSCNI procedures and Public Contracts Regulations 2015 (and any amendments thereto) to achieve value for money.
- Providing purchasing advice and information to customers relating to choice of goods and services.
- Providing general procurement advice to customers.
- Managing the day-to-day operation of staff, giving leadership and direction to category or client area.
- Leading programmes of investigation in conjunction with team and customer to achieve positive outcomes e.g. savings and improved processes.
- Provide support to customers in the introduction of initiatives within the service.
- Knowledge of purchasing / logistics and finance / e-commerce computer systems to facilitate the delivery of a procurement service.
- Resolving invoice queries in conjunction with HSCNI Finance Departments and Accounts Payable Shared Service (APSS) to ensure prompt payment of suppliers.
- Responding to queries from suppliers.
- Monitor and manage the performance of suppliers, taking corrective action when appropriate to ensure contractual obligations are adhered to.
- Ensure all purchases are made in accordance with relevant legislation including European and British Standards.
- Liaising with PaLS colleagues in all divisions on procurement related matters
including the participation in groups.
- Approving purchase orders in line with delegated authority limits.
- Supervision and training of Band 4 Procurement Officer(s).
- Any other duties as required within the Band of the post.

RAISING CONCERNS - RESPONSIBILITIES
- The post holder will promote and support effective team working, fostering a culture of openness and transparency.

GENERAL REQUIREMENTS
The post holder will be required to:
- Assist BSO in fulfilling its statutory duties under Section 75 of the Northern Ireland Act 1998 to promote equality of opportunity and good relations and under the Disability Discrimination (Northern Ireland) Order 2006. Staff are also required to support BSO in complying with its obligations under Human Rights Legislation.
- Ensure Organisation's policy on equality of opportunity is promoted through post holder own actions and those of any staff for whom post holder has responsibility.
- Co-operate fully with the implementation of the Organisation's Health and Safety arrangements, reporting any accidents/incidents/equipment defects to post holder manager, and maintaining a clean, uncluttered and safe environment for patients/clients, members of the public and staff.

- Take responsibility to minimise the Trust's environmental impact wherever possible. This will include recycling, switching off lights, computers, monitors and equipment when not in use. Helping to reduce paper waste by minimising printing/copying and reducing water usage, reporting faults and heating/cooling concerns promptly and minimising travel.
- All employees of the BSO are legally responsible for all records held, created or used as part of their business within the BSO including patients/clients, corporate and administrative records whether paper-based or electronic and also including emails. All such records are public records and are accessible to the general public, with limited exceptions, under the Freedom of Information Act 2000 the Environmental Information Regulations 2004, the General Data Protection Regulations (GDPR) and the Data Protection Act 2018. Employees are required to be conversant with the BSO policy and procedures on records management and to seek advice if in doubt.

This Job Description will be subject to review in the light of changing circumstances and is not intended to be rigid and inflexible but should be regarded as providing guidelines within which the individual works. Other duties of a similar nature and appropriate to the grade may be assigned from time to time.
It is a standard condition that all Trust staff may be required to serve at any location within the Trust's area, as needs of the service demand.
Hours of work: Full Time 37.5 hours
Requirements:
- A Primary Degree
AND
- At least 2 years' relevant experience within the past ten years
OR
- A relevant Professional Qualification, such as full membership of CIPS or CILT
AND
- At least two years' relevant* experience within the past ten years.
OR
- Four (4) years' relevant experience within the past ten years
Other: Hold a current full driving licence which is valid for use in the UK and have access to a car on appointment. This criteria will be waived in the case of applicants whose disability prohibits driving but who have access to a form of transport approved by the Trust which will permit them to carry out the duties of the post.
In Return: £14.53 per hour
