About the Role
Working as a member of Estates Operations team, the post holder will be technically responsible for co-ordinating and managing and working closely with the Estates Maintenance Team leader and associated trades staff in carrying out reactive and planned engineering maintenance tasks, implementing maintenance contracts and general repair requests. He/she will be responsible for overseeing all training requirements and personnel activities relating to the Estates Maintenance Team leader and all associated trades staff.
He/she will work closely with the operational Estates officers to respond to daily maintenance requests raised through the estates helpdesk portal.
He/she will work closely with the Mechanical Estates officer to deal with Heating and Ventilation faults along with any water systems defects as they arise. This will require him/her to take responsibility to resolve these defects through to satisfactory completion using their initiative.
He/she will also manage and co-ordinate other Estate maintenance services under the Term Service Contract and will provide technical advice and support relating to engineering contents to the TSSC contractor and service contract providers.
Key Responsibilities
The post holder will be responsible for and will be required:
- To carry out all duties and have responsibility for the operational maintenance services (Newry and Mourne) using the services of the Maintenance Team and TSSC Contractor & Specialist Service Contractors.
- To provide maintenance service using craft and semi - skilled trade support within the designated estate having regard to the approved budget.
- To assume responsibility for the effective and efficient operation of the Maintenance Team and deputise in the absence of the Maintenance Team Leader to manage trades staff daily workload through the Estates Helpdesk.
- To have line management responsibility for the Maintenance Team, this responsibility includes all Human Resource responsibilities e.g. grievance, allocation of workload, management of sickness, occupational health referrals and absenteeism, turnover etc.
- To ensure the craft and trade skills necessary to carry out the operations and maintenance activities required are available from within the Maintenance Team and carry out training to staff e.g. Toolbox Talks, E-Learning and ensure training records are maintained centrally.
- To operate the Labour Management System (Backtraq/Micad/ZetaSafe) to ensure efficient planning of staff and efficient use of resources.
- To set performance targets for the Maintenance Team and to monitor their progress towards reaching those targets and ensure PPM'S are reviewed and continually monitored.
- To monitor complaints from the user, investigate same and put in place corrective actions and resolve issues.
- Authorising of on call sheets, monitoring time cards, overtime and man management of the Maintenance Team.
- Raise and issue purchase orders to maintenance contractors for the repairs. Ensure accuracy and veracity of contractor invoices for approval and certify for payment via the trust's electronic payment management systems (FPM and E procurement).
- Ensure equipment is maintained to a safe and efficient manner, inspect condition of ward, plant, laundry facilities equipment and condemn where necessary and passing information to asset registrar.
- To ensure that statutory fire, health and safety, insurance regulations and other legislative requirements affecting the estate are compiled within the executions of work carried out under his/her control. Issue permits to work to both Maintenance Team, & Specialist Service Contractors and TSSC Contractor staff.
- Regular condition inspection, site visits and inspection of faults, completed work including plant and switch rooms.
- Managing an extensive and critical spare parts programme for plant, dishwashers, bed pan washers, catering equipment and ward equipment so repairs can be carried out by Maintenance Team thus reducing cost, engaging and evaluating with their team to make improvements regularly and evaluating how to complete his/her job more efficiently.
- To participate with the provision of an Engineer's out of hour's emergency service as required. Carry out Authorised Person duties for Low Voltage Electrical, Ventilation and Medical Gas Systems.
- Postholder to undertake specialist training and have knowledge in areas such as management of a multi-disciplinary work force.
- Responsible for ensuring all maintenance is carried out in accordance with Statutory Standards, H.T.M.'s, H.B.N.'s Codes of Practice and British Standards and liaise with external agencies e.g. Insurance inspectors, specialist contractors.
- Responsible for the interpretation, development and implementation of Policy/Procedures for the Maintenance Team and Operational Section within Estates Services to ensure compliance with above standards.
- Required to act as Estates representative on Trust wide Projects and Policy Groups.
- Respond to heating faults through interrogation of Building Management system.
- Providing mechanical engineering advice to the Maintenance team and TSSC Contractor on specialised plant and equipment maintenance e.g. medical gas plant, ventilation plant and industrial boiler plant.
- To use specialist measuring equipment to carry out survey fault finding, air flow tests, electrical testing, pressure tests etc.
- Have knowledge and operate the following range of software, Backtraq / Micad Asbestos Software (3i), C.A.D., B.M.S. and Microsoft Suite of Software. Postholder will be required to create reports, spread sheets etc.
- Responsible for carrying out condition surveys and reports on the plant and equipment for the purpose of developing Estate maintenance programmes.
- Work with the Control of Infection Team and develop engineering solutions to overcome problems associated with Legionella, Aspergillus, decontamination and the physical environment in respect of cleanliness and control of infection and carry out environmental cleanliness audits in partnership with domestic services/IPC and ward staff.
- Assist in the investigation of employer and public liability claims, and provide technical support on associated legal matters and represent the Trust in court and/or tribunals.
- Ensure that the needs of patients, clients and their careers are at the core of the way the Trust delivers services and that resources are effectively deployed to meet those needs.
- Ensure that governance requirements are met within the department, including the identification and management of physical risks.
- Ensure that up to date Risk Assessments are maintained for all key activities undertaken by the Estates Operational Services Department.
- Carryout as and when required condition surveys, site visits and inspection of plumbing & ventilation systems. This may include plant or services within ducts, plantrooms, switch rooms, roof voids and manholes with restricted access, pests, dirt and dust.
- Be prepared for interruptions to daily duties to provide emergency response to life-critical services where patient and staff safety are at risk.
- If and when required, the jobholder will be expected to work regular, planned or unplanned overtime or shift working - sometimes at short notice (additional remuneration applies).

Requirements
Essential Criteria
- Degree in a Mechanical Engineeringor Building Services discipline
- Plus 2 years' working on building services systems e.g. plumbing & ventilation, including demonstration of experience of managing a multi-disciplined maintenance team.
OR
HND/HNC (or equivalent) in a Mechanical/Electrical
Engineering or Building Services discipline.
Plus 3 years' working on building services systems e.g. plumbing & ventilation, including demonstration of experience of managing a multi-disciplined maintenance team.
(*) - Relevant post qualification experience will be interpreted to mean experience at or above HSC Band 4 or equivalent level from an outside organisation.
