Job summary
The postholder will provide expert advice, guidance and direction to a range of clients with regards to the statutory requirements of the NI Act 1998 Section 75, the Disability Duties, and the Human Rights Act 1998, with lead responsibility for a number of specified clients.
Key Responsibilities
Develop and sustain support on equality and human rights screening and impact assessment and its mainstreaming in decision-making, including
- facilitating development and monitoring of annual screening/equality impact assessment (EQIA) programme by client organisations and by large-scale programmes of work within client organisations
- advising on strategic approaches to screenings and EQIAs
- providing expert support and advice on individual screening exercises and EQIAs on request (including on identifying the scope of the exercise; data collection from a range of sources; in-depth data analysis and interpretation; options appraisal and recommendations for policy changes; consultation)
- providing feedback on completed screening templates and EQIA reports on request
- developing resources on screenings and EQIAs for staff
- advising on the development of quantitative and qualitative equality data pools.
Expert Advice and Information Sharing
Lead on and provide secretariat for equality fora chaired by the BSO Equality Unit, including coordinating agendas and papers, drafting papers and delivering briefings, minuting, and maintaining contact lists.
Participate in and provide expert advice and guidance to client-chaired internal equality fora on request.
Provide specialist information, guidance and advice to senior staff and Board Members on the statutory duties, implications and risks for the organisation and highlighting key compliance issues, using a range of formats for delivery.
Provide expert support and advice on effective leadership, governance arrangements and practice for equality and human rights
Provide expert advice and support on equality issues to staff and managers on request.
Represent client interests on groups where agreed
Essential Criteria
A relevant* university degree PLUS at least two years' experience working in a role at a minimum level of Band 5** or equivalent/above undertaking each of the following · collecting, analysing and interpreting social sciences/policy data (quantitative and qualitative) from a range of sources · providing expert advice on policy- and decision-making and review · paper and report writing *Relevant is defined as a university degree that includes modules that involve · collecting, analysing and interpreting social sciences/policy data (quantitative and qualitative) from a range of sources · analysis of policy- and decision-making and review · paper and report writing. OR At least five years' experience working in a role undertaking each of the bullet points above, two of which must be at a minimum level of Band 5** or equivalent/above. |
