About the Role
We are seeking an experienced Chief Assistant Technical Services Officer (CATSO) to join a major healthcare infrastructure and estates function.
Reporting to the Estates Manager, you will play a senior role in the planning, development and delivery of capital projects, estate maintenance programmes and infrastructure improvements across a diverse property portfolio.
The role combines capital project delivery, estate management, building services, maintenance strategy, procurement and stakeholder engagement within a complex operational environment.
The position would suit experienced professionals from backgrounds including Engineering, Building Services Engineering, Construction Management, Project Management, Architecture, Quantity Surveying or Building Surveying.
Key Responsibilities
- Lead the delivery of major and minor capital projects from initial briefing and design through to construction, commissioning and handover.
- Appoint and manage design teams, consultants and contractors, ensuring projects are delivered effectively and in accordance with agreed requirements.
- Manage project budgets, programmes, procurement, expenditure, forecasting and contractor performance.
- Coordinate stakeholder engagement, consultation and governance processes throughout the project lifecycle.
- Develop and implement planned maintenance programmes for buildings, building services, equipment and infrastructure assets.
- Provide technical input into estate management, asset planning, property assessments and infrastructure development.
- Ensure projects and estate activities comply with relevant building, planning, health & safety, fire safety and regulatory requirements.
- Provide technical advice to senior management on capital investment, infrastructure, maintenance and estates matters.
- Support the development and implementation of fire prevention, fire safety and risk mitigation programmes.
- Identify and deliver opportunities for energy efficiency, sustainability and decarbonisation across the estate.
Requirements
Essential
- Degree (Level 8 or higher) in Engineering, Architecture, Building Surveying, Quantity Surveying, Construction Management or a related discipline.
- Minimum 7 years' relevant professional experience in the planning, design, project management, construction or maintenance of buildings and associated services.
- Strong experience in project management, procurement and contract administration.
- Proven experience managing capital projects, consultants and contractors.
- Knowledge of building regulations, planning requirements, health & safety legislation and fire safety compliance.
- Excellent communication, stakeholder management and organisational skills.
- Full access to transport and willingness to travel between sites as required.
Desirable
- Experience within healthcare, public sector or large multi-site environments.
- Chartered status or membership of a relevant professional body.
- Experience in estate or asset management and managing property portfolios.
- Experience delivering maintenance programmes and infrastructure upgrades.
- Knowledge of sustainability, energy management and decarbonisation initiatives.
Salary & Benefits
- Starting salary: €80,676
- Permanent, pensionable public sector position.
- Annual incremental salary progression.
- Relevant recognised public sector service may be considered for incremental credit, potentially resulting in appointment above the minimum point of the scale.
