Project Manager - Construction Procurement (Belfast)
Pay Rate: £19.32 per hour
Hours: 36 hours per week (Monday - Friday, 8:00am - 4:00pm)
Overview
Staffline is recruiting on behalf of the Northern Ireland Housing Executive for a Project Manager (Construction Procurement) to support the delivery of construction and building services procurement programmes within the Asset Management division.
This role focuses on managing procurement exercises, contract documentation, and supporting effective delivery of construction-related projects across NIHE.
Key Responsibilities
- Lead construction procurement exercises from initiation to contract award
- Prepare and review tender and contract documentation (including NEC3/NEC4)
- Ensure compliance with public procurement policy and legislation
- Produce cost models, pre-tender estimates, and tender evaluations
- Support project mobilisation and post-project evaluations
- Work with clients and consultants to define procurement requirements
- Apply PRINCE2 project management methodology
- Support risk management, reporting, and business planning
- Contribute to continuous improvement and lessons learned
- Provide technical input on sustainability and construction best practice
- Interpret technical drawings (AutoCAD where required)
Essential Criteria
Applicants must have:
- Degree (Level 6) in Quantity Surveying or Construction-related discipline plus 2+ years' relevant experience
OR - HNC/HND (Level 5) in Quantity Surveying or Construction-related discipline plus 3+ years' relevant experience
- Minimum 5 years' experience in a construction or building-related environment
- Strong knowledge of construction procurement processes and contract documentation
- Experience working with NEC contract frameworks
- Ability to manage projects using structured methodologies (e.g. PRINCE2)
- Strong analytical, organisational, and communication skills
- Experience working with stakeholders and multidisciplinary teams
- Full understanding of health & safety and procurement compliance
Additional Requirements
- Intermediate IT skills
- Ability to work to deadlines in a structured project environment
- Experience in public sector or large organisation desirable
- Access NI (Basic clearance required)
