12-Month Fixed Term Contract

Dublin City Centre | Hybrid Working Available

Salary Scale: €82,290 - €101,065

Are you an experienced public sector procurement professional looking for a high-impact role where your expertise genuinely shapes governance and compliance at organisational level?

A leading public sector organisation is seeking a Procurement Specialist to join its Corporate Governance function on a 12-month fixed-term contract. This is a senior-level opportunity to influence procurement strategy, support executive decision-making, and strengthen best practice across the organisation.

The Opportunity

This is not a transactional procurement role. You will act as the organisation's internal procurement expert - advising senior stakeholders, ensuring regulatory compliance, supporting tender processes, and helping drive a robust procurement culture aligned with EU and national requirements.

You'll work closely with budget holders, executive leadership, and governance committees, providing expert guidance while maintaining strong operational oversight of procurement processes.

Key Areas of Responsibility

  • Leading the preparation and annual review of the 3-Year Corporate Procurement Plan
  • Conducting spend analysis and presenting procurement reports to senior committees
  • Advising managers on appropriate procurement mechanisms and regulatory requirements
  • Reviewing and updating procurement procedures in line with EU Directives and Government guidance
  • Supporting and reviewing Invitation to Tender (ITT) documentation
  • Assisting with eTenders administration and publication of competitions
  • Advising on evaluation criteria and participating on tender evaluation panels where appropriate
  • Updating standard templates to reflect evolving OGP and OJEU requirements
  • Coordinating the organisation's Contracts Register
  • Delivering procurement training across the organisation
  • Acting as a trusted advisor on procurement governance and compliance

Essential Experience & Qualifications

  • Recognised qualification in Public Procurement
  • Minimum 5 years' experience in public sector procurement
  • Strong knowledge of EU procurement rules and public sector governance requirements
  • Experience supporting or advising on competitive tender processes
  • Proven ability to manage multiple priorities and tight regulatory deadlines
  • Strong communication and stakeholder management skills
  • Full, current driving licence
