Title of Position: Senior Building Services Engineer Grade 1
Pay: €83,272 - €103,925
Division: Estates and Construction Management Unit, International Protection and Integration Division
Location: Headquarters, Dublin
Principal Duties:
The precise range of duties will vary over time according to the priorities of the planned and ongoing projects, but will include the following:
- Plan, organize, manage, coordinate, and monitor work programs as per the business plan.
- Provide and oversee engineering services for various construction projects, including renovations and new builds.
- Advise and collaborate with the Senior Architect on design and accommodation guidelines.
- Manage public sector construction procurement processes according to best practices.
- Work with business units, local authorities, NGOs, and other stakeholders to create effective mechanical and electrical design solutions.
- Develop and oversee tender documents and procurement strategies.
- Create and maintain a property asset management and maintenance system.
- Develop regular work and maintenance schedules for properties.
- Ensure compliance with legislative codes and public procurement requirements, and stay updated on research and development.
- Contribute to broader organizational strategies, aligning with the Government's Climate Action Plan.
- Develop a Climate Action Roadmap for state-owned properties.
- Provide compliance advice for existing facilities, especially regarding building regulations.
- Liaise with SEAI on energy reporting obligations.
- Formulate and adapt policies to meet Government and EU directives, building regulations, and standards.
- Assist in developing evaluation and prioritization mechanisms.
- Manage and develop staff as needed.
- Inspect sites and buildings to evaluate progress and quality of work.
- Perform other duties as assigned for the Senior Building Services Engineer role.
Training
On-the-job training is provided/encouraged. Facilities are also provided for attendance at courses, conferences, etc., relating to the role.
Requirements
Candidates must on or before the closing date:
- Must be a citizen of Ireland.
- Hold a qualification at least at Level 8 on the National Framework of Qualifications (NFQ) or NARIC Ireland equivalent in Building Services Engineering, Building Engineering, Mechanical Engineering, Electrical Engineering, or Sustainable Energy Engineering.
- Be a Chartered Engineer with Engineers Ireland or the Chartered Institute of Building Services Engineers (CIBSE), or hold an equivalent title from an international professional engineering body and be eligible for registration with Engineers Ireland or CIBSE.
- Provide proof of Chartered Engineer status with Engineers Ireland or CIBSE, or an equivalent professional title recognized by Engineers Ireland or CIBSE before starting the position.
- Have at least five years of relevant experience in designing building services installations, including three years in a senior role managing projects.
- Demonstrate experience and success in designing Building Services Engineering projects, including energy efficiency retrofits and decarbonisation projects.
- Be knowledgeable in using building energy performance analysis software.
- Understand current and emerging trends in building engineering and procurement.
- Be familiar with current legislative requirements and recent changes in building design and construction.
- Be aware of national and international climate action policies.
- Possess excellent interpersonal skills to represent the Department effectively and build strong relationships.
- Have strong teamwork skills and the ability to lead multidisciplinary teams.
- Exhibit excellent analytical and operational skills, with the ability to adapt quickly to changing environments.
In addition to the requirements above, the following is desirable:
- An ability to work under pressure to tight deadlines on multiple projects simultaneously;
- Excellent written and verbal communication skills, including the ability to communicate technical information to non-specialist decision-makers;
- Knowledge of current and evolving construction industry issues;
- Knowledge of modern methods of construction (MMC);
- Knowledge of the Capital Works Management Framework and the Public Works suite of contracts and documents;
- Good knowledge of the Infrastructure Guidelines, public procurement requirements and procedures;
- Well-developed analytical and problem-solving skills and a proven record of achievement in their career to date;
- Commitment to continuing professional learning and development;
- Proficiency in ICT skills required for the role.
- A current full driving licence (Category B) and/or have access to a car.
