A key area of responsibility for this role will be to ensure the highest levels of security are maintained across all of An Garda Síochána's information systems. The Cybersecurity Manager will be highly customer-focused and expected to manage projects and teams for results and to deliver technology services to high standards. They will be responsible for ensuring that all ICT activities under their remit are delivered on time and on budget, using an appropriate mix of internal and external resources to achieve best value-for-money.
Principal Duties and Responsibilities include:
- Overseeing the cybersecurity strategy and governance by establishing and maintaining information security frameworks, policies, procedures and standards. The Cybersecurity Manager will also be accountable for the enforcement of the framework and policies across An Garda Síochána.
- Developing and leading An Garda Síochána's cybersecurity programme, including ensuring that all necessary and appropriate security measures are developed and in place to protect the diverse infrastructure and applications implemented by An Garda Síochána and enable internal and external users. This will include using the Cybersecurity Baseline Standard Framework to assess and improve the management of cybersecurity risks.
- Managing the development and support of network and security infrastructures which support the delivery of services for enterprise-grade business infrastructure, covering all layers of the Open Systems Interconnection (OSI) network stack.
- Overseeing the selection, implementation and management of cybersecurity technologies throughout An Garda Síochána, including SIEM, SOC, PAM, IDP/ IPS, Firewalls, etc.
- Ensure that all external managed service providers are compliant with An Garda Síochána's cybersecurity policies and standards.
- Being accountable for responding to and managing any cybersecurity incidents and breaches, such as ransomware attacks, malware attacks, phishing attempts, etc.
- Lead An Garda Síochána's efforts in vulnerability assessments and penetration testing initiatives.
- Overseeing the cybersecurity spending and budget.
- Leading the department's current cybersecurity roadmap of projects and initiatives.
- Managing Cybersecurity Awareness Training and phishing simulation exercises for all Garda staff with our Cybersecurity Awareness Platform.
- Reviewing cybersecurity requirements in all outgoing requests for tenders (RFTs) and requests for proposals (RFPs). Provide inputs in evaluating tenders from a cybersecurity perspective, where needed.
- Periodically report critical cybersecurity risks and cyber KPIs/ metrics to the Senior Management
- Leading and mentoring the Cybersecurity Team.
- Being up-to-date on upcoming cybersecurity regulations and ensuring the department's compliance with them.
- Acting as a trusted ICT Security advisor to An Garda Síochána in terms of the potential for digital and ICT to transform the delivery of services to internal and external customers.
- Undertaking Assistant Principal Officer level functions as necessary.
- Performing other duties equivalent to the grade as directed or required.
Essential Criteria:
- Cybersecurity experience + Qualification and/or Certification
- Proven experience and expertise across a rangeofcybersecurity areas, including:
- Cybersecurity policy development and risk management.
- Information security tools and technologies.
- Management reporting.
- Governance and leadership.
- Regulatory compliance.
- Working technical ability to evaluate and mitigate cybersecurity risks in contemporary IT systems.
- Experience leading, managing and developing a team.
- A track record of taking initiative and adopting a proactive approach within a cybersecurity role, contributing effectively to the delivery of security operations and objectives.
- Experience driving ICT/Cybersecurity/Digital-enabled transformational change in a dynamic and complex environment.
