Job Title: Organisation Development Officer

Location: Antrim Civic Centre

Hours: 37

Rate of Pay: £20.66

Our client, Antrim and Newtownabbey Borough Council, is seeking to appoint an Organisation Development Officer. This is an exciting opportunity for an experienced organisation development professional to play a key role in delivering initiatives that enhance organisational performance, leadership capability, employee engagement, learning and development, and wellbeing.

Key Responsibilities:

Organisation Development

  • Support the delivery of organisation development and employee engagement initiatives in partnership with internal and external stakeholders.
  • Review organisational structures, processes and competency frameworks to improve organisational effectiveness and align with corporate objectives.
  • Collaborate with HR on workforce planning, recruitment, employer branding, talent attraction and employee value proposition initiatives.
  • Research best practice and support the design and implementation of organisational change and performance improvement programmes.

Elected Member Development

  • Develop and implement the Elected Member Development Strategy and action plan, maintaining Charter Plus Accreditation.
  • Design and coordinate learning programmes, workshops and e-learning resources for Elected Members.
  • Identify development needs, evaluate training effectiveness and provide secretariat support to the Elected Member Development Working Group.

Learning & Development

  • Design, deliver and evaluate leadership development programmes and organisational training.
  • Identify learning needs, develop in-house training, commission external providers and manage training budgets where appropriate.
  • Maintain learning records, monitor compliance training and oversee professional development and study applications.
  • Coach and support managers to build leadership capability and promote a high-performance culture.

Talent Management

  • Develop and manage talent management, succession planning, workforce planning and early careers initiatives.
  • Provide advice and guidance to managers on talent development, performance management and employee development.

Employee Engagement & Wellbeing

  • Support the delivery of the Employee Engagement and Wellbeing Framework.
  • Coordinate staff engagement activities, surveys, wellbeing initiatives, recognition schemes and internal communications.
  • Maintain wellbeing resources and promote employee participation through digital communication platforms and events.

Corporate Responsibilities

  • Ensure compliance with Council policies, procurement procedures and governance requirements.
  • Prepare reports, committee papers and performance information.
  • Support organisational accreditations and participate in recruitment, external networks and working groups.
  • Deputise for the Organisation Development and Employee Engagement Manager as required.
  • Undertake occasional work outside normal hours in accordance with Council policies.

Essential Criteria:

  • A Level 4 (UK Qualifications Framework) qualification or above in a business-related discipline.
  • Associate, Chartered or Fellow membership of the CIPD.

Applicants who do not hold the above qualifications may be considered where they can demonstrate at least four years' relevant Organisation Development experience and are willing to work towards the CIPD qualification as part of their professional development.

  • At least two years' experience in an Organisation Development or related role, including:
    • Designing and delivering employee engagement and wellbeing initiatives.
    • Developing and delivering learning and development programmes, including e-learning solutions.
    • Improving internal communications and employee engagement.
    • Researching, analysing information and preparing reports with recommendations.

  • Strong coaching, influencing and interpersonal skills.
  • Ability to build effective relationships with stakeholders at all levels.
  • Strong analytical and IT skills, including Microsoft Office.
  • Ability to interpret data to support planning and decision-making.
  • Excellent organisational skills with the ability to manage competing priorities and meet deadlines.
  • Ability to maintain confidentiality and handle sensitive information appropriately.
  • Good understanding of Human Resources and Organisation Development principles.
  • Full current driving licence or, where a disability prevents driving, access to suitable transport to fulfil the duties of the post.
