Location: BSO, Franklin Street
Hours: Full-time Working, Hybrid Working, Part-time
Pay Rate: £32.96 per hour

JOB SUMMARY

The Solicitor Consultant will join the Commercial Team in BSO Legal Services (DLS) part of the Directorate of Operations, within Business Services Organisation. DLS provides specialist legal advice, assistance and representation to the Health and Social Care sector in Northern Ireland across an extensive range of areas and projects; supporting our clients to deliver and develop services required within the health and social care environment.

The Commercial Team is currently made up of an Assistant Chief Legal Adviser, 15 Solicitor Consultants, 2 Solicitors and support staff. This is an experienced and dynamic team which works within a supportive team environment allowing its members to develop and excel in providing specialist legal advice to our client base. Solicitors joining this team will be supported to develop their skills and expand their experience.

The position provides an exciting opportunity for the post holder to become involved in working within the Health and Social care setting having a direct impact on the services provided to the NI population.

The post holder will provide timely specialist legal advice, assistance and representation for clients in contracting, procurement of goods and services, and commercial law matters.

He/she will provide these services in accordance with the standards established by the Chief Legal Adviser and the Organisation's Service Level Agreements with its clients.

KEY DUTIES FOR SOLICITOR CONSULTANT (Property Law)

  • Provide advice and representation to HSC Clients in property related matters to include the sale and purchase of lands, options, leases, licences, wayleaves, boundary issues, representation at the Lands Tribunal and other land related issues ensuring value for money for the public purse and to facilitate the timely and effective delivery of a wide range of services throughout the region within the HSC Sector
  • Provide advice on capital projects as well as the planning of Business Cases for developments within the Health and Social Care Sector.
  • Work closely with the legal advisers for other Government Departments as well and Land and Property Services, Commercial Agents and other solicitors to draft and negotiate documentation to facilitate and finalise the many and varied property projects required for the HSC Sector
  • Draft appropriate contracts and related documents in line with the instructions of clients taking account of the client's requirements and seeking to minimise risk. Review draft contracts and related documents and provide advice to clients whether oral or in writing including in relation to legal and other risks arising for the client, for patients and service users and to the public purse. Advise in relation to appropriate amendments to draft contracts and related documents and negotiate contractual terms where required.

ESSENTIAL CRITERIA

1. The post holder must be a Solicitor enrolled in Northern Ireland at the time of application

2. Demonstrate at least 5 years post qualification experience of providing legal advice and representation in the areas of law in which DLS practices.

3. Demonstrate experience in providing Legal advice and/or representation in the area

of Property law.

4. The post holder may be required to travel throughout Northern Ireland and, on occasions, within the United Kingdom, the Republic of Ireland, and elsewhere. The post holder must hold a full current driving licence which is valid for use in the UK AND and have access to a car on appointment.

This criteria will be waived in the case of applicants whose disability prohibits driving but who have access to a form of transport approved by Business Services Organisation which will permit them to carry out the duties of the post.

  • Demonstrates ability to draft clear, concise and robust legal
  • Demonstrates ability to understand client's instructions and priorities and to ensure these are properly acted upon
  • Demonstrates ability to analyse and digest substantial quantities of legal and other information in order to formulate clear legal advice and options for the client
  • Demonstrates strong negotiation skills
  • Demonstrates ability to communicate clearly with clients, Judges, mediators, arbitrators, legal colleagues and others in relation to complex legal and factual matters and in providing training to clients

Demonstrates ability to take responsibility for their own workload managing their time in order to meet timescales.
