JOB DESCRIPTION

JOB TITLE: Community Development Co-ordinator

REPORTS TO: Community Development Officer

KEY PURPOSE

Responsible for the implementation of Strabane's Neighbourhood Renewal Action Plan.

Support the community and voluntary sector to develop their capacity to address local issues, access funding opportunities and promote volunteering.

Ensure the effective and efficient development and implementation of local Community Plans and provide support in the development and delivery of Councils Community Development Programme and Community Grant Aid programmes.

DUTIES AND RESPONSIBILITIES

*Manage the lead partner delivery of the Neighbourhood Renewal programme.

*Develop terms of reference for programme delivery and guide the Strabane Neighbourhood Renewal Board and its working groups through programme assessment including preparation of recommendations to the DSD Neighbourhood Renewal Partnership Board.

* Develop and manage relationships with key stakeholders including public, private and community/voluntary organisations to ensure the co-ordination and effective delivery of proposed actions.


*Manage the technical support budget - preparation, processing and submission of all claims and all other financial outcomes as deemed necessary.

*Manage Council Projects funded under the Neighbourhood Renewal Programme and prepare necessary information, claims/returns to DSD as required.

* Lead on the delivery of local community planning priorities, projects and programmes of action in one District Electoral Areas (DEAs) with particular emphasis on collaboration, networking, co-ordination and public engagement.

* Implement appropriate governance, policy and administrative support arrangements for the local community planning implementation structures.

* Initiate, co-ordinate and monitor as appropriate, projects and actions to deliver the local community plans in partnership with the community and key stakeholders through a co-design approach.

* Liaise with Officers across Council to ensure a co-ordinated, "One Council" approach towards the delivery of the outcomes identified in the local community plans.

* Identify funding opportunities (eg International, EU, UK) and provide advice and support to the local community and voluntary sector in relation to funding opportunities.

* Engage with an co-ordinate the involvement of statutory and other parties to support local community planning groups to address the priorities and actions within the community plan through in-kind and financial support.

* Co-ordinate the engagement of Section 75 groups within local community planning consultation and engagement processes, including providing capacity building support and training.

* Provide advice and support to assist with the capacity building of the community and voluntary sector groups as required.

* Assist with the development and implementation of community development grant aid programmes.

* Ensure accurate and timely input of management information statistics onto management information systems and report on key performance indicators.

* Attend meetings, prepare reports, and monitor information as require.

* Participate in and ensure compliance with all Council policies and procedures and operate within the highest standards of personal behaviour which reflect the core values of the organisation.

* Ensure full compliance with Health and Safety requirements and legislation in accordance with Council's Policies and Procedures.

* Undertake any other duties appropriate to scale, which may be required from time to time.

* Comply with and actively promote the Council's policies and procedures on all aspects of equality.

* Council therefore reserves the right to change the duties of the post by adding to or amending the range of responsibilities. The postholder will be required to be flexible and adaptable to meet the changing needs and requirements of the organisation.

PERSON SPECIFICATION

Qualification/Experience -

A degree qualification in a relevant discipline eg social sciences, community development, business

Two years' demonstrable experience in all of the following areas:

  • Working in a Community Development context.
  • Budget management and procurement
  • Working with a range of stakeholders
  • Identifying funding opportunities
  • Grant Aid and Tender processes

Technical Competencies/Knowledge -

Knowledge and application of Community Development Strategies, practices and policies

Knowledge and application of Community Planning legislation and best practice in development and implementation of Community Plans

Must have a full current licence and access to a form of transport to carry out the duties of the post
