Our client a large public sector organisation requires a Waste Strategy Project Officer to join their team in Antrim.

Rate of Pay: £19.35

Location: Antrim

Hours: 37 hours

Duration: End of Oct 2025

Main duties/Responsibilities:

This employment opportunity is for a Project Officer, working under the direction of the Waste Strategy and Sustainability Manager for the development and implementation of waste management projects, in particular the implementation of a harmonised kerbside waste & recycling collection service within the council area.

This is a key role, which will require the post holder to work effectively with key Council Officers as well as third parties.

As Project Officer, the post holder will:

  • assist in the development and implementation of a programme plan to effectively and efficiently meet objectives of applicable projects, including planning project activities, identifying resource requirements, evaluating the implementation and progress of the project;
  • assist in the procurement and management of services contracts and capital purchases relating to the projects; and,
  • provide analysis and outputs for evidence-based decision making, develop innovative solutions to improve timely implementation of the project and its objectives and enhance service delivery.
  • The Waste Strategy Project Officer will work under the direction of the Waste Strategy and Sustainability Manager to ensure the full and effective development and implementation of Waste Projects, in particular the harmonisation of the kerbside waste & recycling collection scheme across the Borough.
  • Work with the Waste Strategy and Sustainability Manager to prepare tenders and specifications, and evaluate and award contracts in relation to the project and directly manage relevant contracts to achieve project objectives.
  • Assist in the creation and maintenance of a project monitoring system and, oject documentation, to incorporate project plans, risk register and project spend, in order to measure and evaluate project performance, meet challenges of delivering the projects, ensuring projects are delivered in line with all targets and programmes of work and project objectives are attained
  • Assist the Waste Strategy and Sustainability Manager in establishing and managing Project Teams for project delivery, communications, service development, continuous improvement, information sharing and training of staff.
  • Identify and assist in the application for further funding opportunities for Waste Management projects that contribute to the successful change and continuous improvement of Council Waste Management Services.
  • Ensure compliance with the requirements of Council and funders including contracting, specification writing, evaluating, tendering and quotation systems and procedures as appropriate.
  • Assist the Waste Strategy and Sustainability Manager to ensure that the project budget allocated is appropriately managed within the agreed budget limits and timescales, taking cognisance of the need to meet spend targets.
  • Maintain effective relationships with those involved in the governance of the project including funders and designated partners, managing claims for payment.
  • Provide reports as required to the Waste Strategy and Sustainability Manager and Head of Waste Strategy and Sustainability, including identifying any irregularities in programme expenditure and agree corrective actions, liaising with Finance as appropriate.
  • Maintain financial records to aid in the application for funding claims and grant claims.
  • Establish and maintain a project monitoring system and records to extract and collate all monitoring information in line with funders' requirements.
  • Assist the Waste Strategy and Sustainability Manager, Head of Waste Strategy and Sustainability and Director of Sustainability, as appropriate, and report to/attend the appropriate Committee or Council meetings as required.
  • Undergo such training as deemed necessary for the performance of the duties of the post. 1
  • Undertake any other appropriate duties as determined by Senior Management

Essential Criteria:

  • Degree or equivalent Level 6 (or higher) qualification in a relevant subject e.g. Waste Management, Project Management, Business Management etc

At least 2 years' experience in each of the following:

  • setting up and managing new initiatives or projects
  • post project evaluation
  • procurement and contract management
  • budget management.
