Project Manager (Construction Procurement)

Project Manager required for a large public sector organisation based through the Northern Ireland Housing Executive.

Location: Housing Centre, Adelaide Street.

Pay Per Hour: £17.79

Full Time / Part Time: Full Time

JOB SUMMARY/MAIN PURPOSE:

To support the Senior Project Manager (Construction Procurement) to deliver an effective procurement of construction works / building services and construction related professional services contracts that represents the most cost effective and technically feasible solution for the Housing Executive's Asset Management division.

To contribute to the provision of a modern, professional and responsive Construction Procurement service within the Construction Procurement & Dispute Resolution team to support NIHE business delivery and our vision and values.

MAIN DUTIES / RESPONSIBILITIES

  1. To support the Senior Project Manager (Construction Procurement) to deliver an effective procurement of construction works / building services and construction related professional services contracts that represents the most cost effective and technically feasible solution for the Housing Executive's Asset Management division.

  1. To support the Senior Project Manager (Construction Procurement) in the day to day operation and management of the Unit.

  1. To proactively lead out construction procurement exercises, liaising with the client and Corporate Procurement Unit to deliver the Housing Executive's procurement programme, ensuring contract documentation for tenders are completed in a timely and efficient manner, meeting targets and set deadlines.

  1. To work collaboratively with the client to draft and review tender and contract documentation to ensure compliance with public procurement policy, legislation and best practice, whilst closely liaising with procurement colleagues.

  1. To liaise with client department and/ or consultants to formulate procurement requirement, provide financial input ensuring tender specification and contract documentation complies with all relevant legislation, best practice methodologies, Northern Ireland Housing Executive (NIHE) specifications, policies and procedures.

  1. To provide technical support in the drafting and delivery of procurement exercises listed on the contracts register, along with new contracts, as advised by the Senior Project Manager (Construction Procurement).

  1. To support the Corporate Procurement Unit in delivering the objectives contained in the divisional Business Plan.

  1. To support the Senior Project Manager (Construction Procurement) in the general administration of the Unit, including provision of statistical data, staff management and any further duties as identified by the Senior Project Manager (Construction Procurement).

  1. To prepare and analyse costings for pre-tender estimates, contract cost models, benchmarking, along with completing tender evaluations, liaising with Cost Management colleagues if/where required.

  1. To advise on energy efficiency, environmental impact and sustainable construction, if required.

  1. To draft documentation for the NEC 3 and 4 suites of contracts, for construction works, building services and construction related professional services contracts, ensuring delivery of tender exercises.

  1. To manage workload compliant with PRINCE 2 project management methodologies for delivery of projects in a controlled manner.

  1. To ensure delivery of procurement exercises, inclusive of, but not limited to conducting initiation and handover of contract meetings with client, contract mobilisation, and ensuring Post Project Evaluations are completed and improvements, inclusive of Lessons Learned are incorporated into future procurements.

  1. To interpret AutoCAD technical drawings.

  1. To play a key role in the delivery of a wide range of projects to ensure that the Housing Executive is successful in providing a 'Better Home' to its tenants.

  1. To ensure health & safety and environmental policies for construction projects are adhered to, liaising with the appropriate specialist personnel in the organisation.

ESSENTIAL CRITERIA

1.(i) A bachelor's degree (or equivalent level 6 qualification) in Quantity Surveying or in another relevant Building/Construction Discipline PLUS at least 2 years' relevant experience working within a Building/Construction function.

OR

1.(ii) A BTEC Higher National Certificate/Diploma (or equivalent Level 5 qualification) in Quantity Surveying or in another relevant Technical/Construction related discipline PLUS at least 3 years' relevant experience working within a Building/Construction function.

  • Experience in the drafting and development of contract documentation for tender, which is effectively managed and delivered in line with agreed targets, standards and procedures and that stakeholders are engaged throughout.
  • Experience in the collection, analysis, reporting and inclusion of cost data and related information, on repairs and planned maintenance contracts for procurement exercises, from initial brief through to contract award.
  • Experience in the provision of technical and financial construction related advice and guidance on contract related matters to a range of stakeholders.
  • Experience in and an understanding of the application of NEC3 and/or NEC4 suite of contracts.

  • Working knowledge of Microsoft Word and Excel programmes

OTHER REQUIREMENTS

Candidates must possess a current driving licence or have access to a form of transport that enables them to meet the requirements of the post in full.
