About the Role

We are recruiting a Programmes Officer to join our team at our Lisburn and Castlereagh City Council facilities. The post holder will be required to assist the Programmes Manager to secure Government & other third-party funding for economic development programmes within the Council area and to co-ordinate and manage the implementation of such programmes within stipulated timeframes.
The post holder will also support the Programmes Manager to manage and implement the Labour Market Partnership Action Plan across the Council area in line with funding requirements stipulated by the Department for Communities. Including the management of a range of delivery contracts and organising key events.

Key Responsibilities:

  • To assist the programmes manager to apply for and secure government & EU funding to deliver economic development programmes and to assist in the management and implementation of secured government and EU funded economic development programmes and the NI Rural Development Programme 2014-2020
  • To assist in Marketing and promotion of both economic development programmes and rural development strategy
  • To provide assistance and advice for prospective applicants under any relevant funding programmes
  • To help develop ideas and bring forward projects to be considered for support and to explore opportunities for the creation of collaborative partnership links
  • To undertake economic appraisals of projection applications requesting grant expenditure
  • To provide oral and written reports regarding project applications at various forums to include panel meetings and board meetings
  • To undertake monitoring and evaluation requirements of all relevant programmes and regularly monitor and update data via computer systems
  • Undertake research to inform development of projects
  • Ensure the provision of high standards of customer care across all services

Required:

It is essential that applicants have a minimum of:

  • A third level qualification, HNC, HND, NVQ Level 4, a degree or equivalent
  • At least three years employment experience in each of the following areas:
  • Assisting in the delivery of local economic development programmes and rural development programmes involving Government or EU funding
  • Completing economic appraisals for projects requesting grants of large amounts
  • Project assessment of projects requesting grants of large amounts
  • Grant administration and claims reconciliation of capital and resource grants
  • Project monitoring and evaluation of economic development programmes
  • Undertaking research to inform development of projects and programmes of work
  • Must be able to work in partnership with other organisations and agencies and have a clear understanding of the workings of local government and wider environment as well as EU funding opportunities relevant to economic development
