About the Role
We are recruiting a Head of Compliance to join our team at our Lisburn and Castlereagh City Council facilities. The successful applicant will be required to contribute to the delivery of the Departments Business Plan and the Councils Corporate Plan. They will have to support the Procurement Manager in the day-to-day delivery of an effective procurement advisory service. The postholder will also have to undertake additional duties relevant to the post as reasonably assigned by the Procurement Manager.
Key Responsibilities
- Advise Council officers on specifications and the appropriate procurement route for quotations and tenders specialising in capital projects and construction works and services commissions; issuing appropriate approvals in accordance with the Council procedures and all relevant legislation.
- Advise Council officers of the procedures for the evaluation, negotiation and recommendation of tenders to the appropriate committee; issuing appropriate approvals in accordance with the Council procedures and all relevant legislation.
- Provision of procurement advice to Council Officers on policies, procedures and compliance with Public Procurement Regulations and all other relevant legislation when commissioning Council requirements.
- Update procurement information on the Councils website, intranet and online procurement portal when appropriate. Contribute to the maintenance of a comprehensive centralised filing and information system in relation to procurement.
- Actively seek and identify opportunities for collaboration within the Council. Liaise with other similar organisations in relation to collaborative procurement initiatives which meet the Councils requirements and represent value for money.
- Play an active role in the implementation of e-procurement strategies such as electronic ordering and e-tendering. The post holder will undertake appropriate research as and when required as instructed by the Procurement Manager.
- Ensure all Health & Safety legislation, published relevant guidelines and Council Health & Safety policies and procedures are complied with in relation to the services and activities within the facility.
Required:
- Have a minimum of a Level 4* qualification, for e.g. HNC
and
- At least 1 year's working experience with procurement competitions/processes.
OR in lieu of qualification
- At least 2 years' working experience with procurement competitions/processes.
- Previous experience of editing and producing content for tender documents in adherence with the relevant the Council's policies and procedures.
- Be able to demonstrate competence in use of e-mail and Microsoft office applications including word, excel.
- Ability to analyse, interpret data and provide management reports.
