Our client, a large Public Sector Organisation requires a Management Accountant based in Ballymena

Role : Management Accountant

Location : Ballymena

Hours of work : 37 hrs per week Monday to Friday

Hourly Rate : £21.98

MAIN PURPOSE :

The Management Accountant will be responsible to a Finance Business Partner (Senior Accountant) and will lead a small team of staff in the provision of an efficient, effective, and professional management accounting service to a Directorate within the business.

Main Duties :

Key Responsibilities:

  • The Management Accountant will have responsibility for the management of a small team of staff in delivering all aspects of day to day management accounting and reporting requirements for a Division within the client's business. These roles are wide ranging in nature and will require the Management Accountant to flexibly work within a dynamic environment as business activities continue to evolve to meet increasing levels of business demand.

Management Accounting:

  • Work with budget holders and senior Finance staff to provide a comprehensive budgetary control service including agreeing annual budgetary requirements, monitoring in-year progress, expenditure forecasting, preparing management reports and providing a professional advisory service for both budget holders and Finance Managers.
  • Analyse costs, ensuring that they are being managed, controlled and are necessary. Opportunities for cost savings should be identified and discussed with the relevant managers within the business.
  • Analyse income, ensuring that all opportunities to maximise income are highlighted, and work with the frontline business to ensure these opportunities are considered and implemented.
  • Provide detailed financial analysis with a focus on value for money for budget holders and senior management, to ensure service delivery is both effective and efficient.
  • Participate in strategic project initiatives that challenge working practices and/or introduce new service delivery models for the business.
  • Account for shared services costs arising from support service activities and other business recharges, to ensure full cost accounting principles are adhered to and are reflective of Service Level Agreements.
  • Work with the front line business to ensure that the financial consequence of operational decisions have been fully costed and considered.
  • Provide advice and assistance to budget holders in relation to required levels of financial control across a wide range of operational activities.

Staff Management:

  • Manage a small team of staff (typically 3-5 persons), ensuring that work priorities are planned, communicated clearly and monitored to ensure all monthly/annual management accounting targets are achieved.
  • Responsibility for setting annual staff and team objectives, performance review, developing the service via continuous improvement, staff management, motivation and discipline.

Finance, Management Team Responsibilities:

  • Prepare and present reports for Senior Management, the Executive Team and other business areas as and when required.
  • Represent the Finance Division on working groups and committees as assigned by the Finance Business Partner.
  • Ensure that appropriate risk management, business continuity, business contingency and system documentation is in place for the relevant areas of responsibility.

General:

  • Prepare appropriate business cases, tenders and quotations, in line with financial and procurement regulations, policies and procedures and corporate timescales.
  • Provide a high level of internal and external customer service including taking ownership of customer queries and complaints and following issues through to completion.
  • Ensure continued and effective working relationships with key internal and external stakeholders.
  • Represent the Finance Business Partner as required and provide support and cover for the other members of the team to ensure resilience as far as practicable.
  • Undertake the duties in such a way as to enhance and protect the reputation and public profile of the client.
  • Comply with and enforce all the client's frameworks, policies and procedures including, but not limited to, those relating to legal requirements such as equality, health and safety and information governance.
  • Direct and signpost managers and staff to the appropriate source for issues outside the remit of this post.
  • Undertake project work as directed by the Finance Business Partner using the principles of good project management and in line with client's practice.
  • Undertake any other duties which may be assigned to meet organisational need and the change agenda and which are reasonably regarded as within the nature of the duties, responsibilities and grade of the post as defined.

Experience and Qualifications :

Essential:

Applicants must provide evidence by the closing date for application that they meet the following essential criteria:

  1. Possess a recognised professional accountancy qualification (CCAB or equivalent) for example ACA, ACCA, ACMA, CPFA.
  1. Have at least one year's post qualification experience in a senior financial role*.

*For the purposes of shortlisting, a senior financial role is defined as a role with:

  • Significant budgetary control responsibility, OR
  • Responsibility for preparing and presenting budget / financial information to senior management, OR
  • Responsibility for allocating / apportioning overhead costs to operational areas, agreeing service level agreements and reporting on the outcomes.

  1. Can demonstrate at least 2 year's experience in each of the following:
  • Budgetary control including setting budgets, analysing expenditure, reporting on variances, forecasting, and liaison with budget holders.
  • The use of an integrated financial management system and linked reporting tools (e.g. Business Objects, Crystal, Cognos, etc).
  • Can demonstrate: (to be assessed at interview)
    • Excellent planning and organisational skills
    • Ability to work accurately under pressure of multiple deadlines
    • Strong interpersonal and influencing skills
    • Strong customer orientation

Candidates may also be assessed against the relevant Senior Leader section of the client's Behavioural Framework.

  • Possess a current driving licence or have access to a form of transport that enables them to meet the requirements of the post in full.
