IT Project Manager
Belfast
Temporary - Up to 6 Months

The Client: A leading public sector organisation based in Belfast, delivering essential water and wastewater services across Northern Ireland.

The Role: The post-holder will manage NI Water's SCADA (Supervisory Control And Data Acquisition) systems across water and wastewater treatment works. SCADA is a critical system supporting real-time monitoring, control, and data analysis, ensuring plant operations and regulatory compliance. The successful candidate will lead the SCADA Development Team and oversee the delivery of secure, efficient, and resilient SCADA services.

Main Duties & Responsibilities:

  • Manage, configure, maintain and support SCADA systems at treatment works
    * Ensure system integrity, availability, and compliance with cyber security standards
    * Lead strategic SCADA projects, contracts, and associated budgets (up to £3m annually)
    * Deliver expert input into ICT Telemetry, Telecoms, and SCADA strategies
    * Manage installation and commissioning of on-site SCADA systems
    * Oversee training for end users and manage internal/external stakeholder relationships
    * Lead project planning, implementation and resourcing across PC21 and PC28 periods
    * Support the Head of Telemetry and Telecoms with policy, planning and strategic objectives
    * Ensure effective service delivery, technical documentation, and project communications
    * Provide design input and technical consultancy across multiple business areas
    * Line manage the SCADA Development Team and coordinate with third-party providers
    * Support operational efficiency and energy-saving initiatives through data-driven analysis

Hours of Work: 37.5 hours per week, Monday to Friday

Requirements:

Essential Criteria:
* A third-level qualification (e.g. Degree/HNC/HND) in ICT, electrical or electronic engineering plus 2 years' experience managing SCADA/ICS systems

OR

  • 5 years' experience managing, configuring, maintaining, and supporting SCADA/ICS systems
  • Minimum 5 years' supervisory experience
  • Experience in contract and supplier management
  • Project management experience in SCADA/ICS systems
  • Strong stakeholder engagement and communication skills
  • Working knowledge of:

SCADA systems

PLCs (Programmable Logic Controllers)

Industrial Control and Automation (ICA)

Microsoft Office Suite
* Full driving licence and/or access to suitable transport
* Willingness to participate in an on-call/overtime rota, including weekends and holidays

Desirable Criteria:
* 1 year's demonstrable experience (within the last 3 years) in SCADA system configuration, installation, commissioning and maintenance
