Job Title: Band 3 Assistant Procurement Officer - temporary

Location: Ballymena

Reports to: Direct reporting person - Line Manager

Flexible working : Full time working, Flexi time 37.5 a week

ORGANISATION OVERVIEW

The Business Services Organisation (BSO) Procurement and Logistics Service (PaLS) is a recognised Centre of Procurement Expertise (CoPE) established under the Northern Ireland Public Procurement Policy as approved by the Northern Ireland Assembly.

PaLS is the sole provider of professional goods and services to Health and Social Care (HSC) Trusts, Board and Agencies in Northern Ireland; covering sourcing, procurement, contracting, contract management, logistics and warehousing. Expenditure in the goods and services division currently managed for HSC organisations is in excess of £1.3bn p.a. and involves in excess of 400 staff, with an operating budget of around £18m p.a. and a warehouse turnover of £52m p.a. BSO PaLS has also established divisions for social care and ICT procurement through which it is expected that expenditure influenced will grow to circa £2.0bn p.a. of goods and services spend on behalf of HSC NI.

JOB SUMMARY

To assist the Procurement Officer in the provision of a value for money procurement service to Health and Social Care (NI) (HSCNI) customers in line with Regulations and ISO 9001 procedures, ensuring Service Level Agreement and Business Plan objectives are achieved. The role is principally concerned with operational procurement.

KEY DUTIES / RESPONSIBILITIES

  • Purchasing goods and services in accordance with HSCNI procedures to achieve value for money
  • Liaising with and providing assistance to customers on procurement matters
  • Operating a PC and computer systems to facilitate the delivery of a procurement service
  • Resolving invoice queries in conjunction with HSCNI Shared Services to ensure prompt payment of suppliers
  • Responding to queries from suppliers
  • Liaising with BSO PaLS colleagues in all PaLS sites on procurement related matters including the participation in groups (if required)
  • Any other duties as required within the Band of the post.

  1. The post holder will promote and support effective team working, fostering a culture of openness and transparency.
  2. The post holder will ensure that they take all concerns raised with them seriously and act in accordance with BSO's 'Your Right to Raise a Concern (Whistleblowing)' policy and their professional code of conduct, where applicable.

GENERAL REQUIREMENTS

The post holder will be required to:

    1. Adhere at all times to all Organisation policies/codes of conduct, including for example:
      • Smoke Free policy
      • IT Security Policy and Code of Conduct
      • standards of attendance, appearance and behaviour

    1. Contribute to ensuring the highest standards of environmental cleanliness within your designated area of work.

    1. Co-operate fully with regard to Organisation policies and procedures relating to infection prevention and control.

    1. Take responsibility to minimise the Trust's environmental impact wherever possible. This will include recycling, switching off lights, computers, monitors and equipment when not in use. Helping to reduce paper waste by minimising printing/copying and reducing water usage, reporting faults and heating/cooling concerns promptly and minimising travel.

    1. All employees of the BSO are legally responsible for all records held, created or used as part of their business within the BSO including patients/clients, corporate and administrative records whether paper-based or electronic and also including emails. All such records are public records and are accessible to the general public, with limited exceptions, under the Freedom of Information act 2000 the Environmental Information Regulations 2004, the General Data Protection Regulations (GDPR) and the Data Protection Act 2018. Employees are required to be conversant with the BSO policy and procedures on records management and to seek advice if in doubt.

ESSENTIAL CRITERIA

Qualifications / Experience

1a. Five GCSE's, including GCSE English Language and GCSE Maths (Grades A* - C) OR equivalent qualification to demonstrate literacy and numeracy OR Higher Qualification

OR

1b. 18 month's relevant work based experience*

*Relevant experience should be within a general commercial/business environment to include clerical and/or administration work.

3. Ability to communicate effectively to meet the needs of the post in full.

4. Ability to use own initiative and work independently or as part of a team.
