Staffline Recruitment Ireland are currently partnering with a prominent Public Sector body to recruit an Audit Manager. This organisation manages funding programmes on behalf of a range of government departments and provides programme design and administration, quality supports, IT, data and analytics, financial administration, audit and compliance services to their various stakeholders.
The Audit Manager will be responsible for the operational delivery of the organisation's Audit Plan to provide the required assurance across all its programmes to all its government partners. The range of responsibilities for this role includes but is not limited to management of the audit team and engagement with the complete range of service organisations as part of the audit process. The successful candidate will participate in the end to end Audit Lifecycle to provide informed formal reporting, to influence programme design and participate in engagement with a range of internal and external stakeholders
This organisation's head office is located in Dublin City Centre but this organisation has a blended working policy allowing the successful candidate to work remotely and/or work from any organisation's regional offices. This flexibility means that location will not be an issue for interested candidates.
The Audit Manager will manage a team of qualified auditors to deliver the following key requirements in the role:
- Develop and obtain approval of the Annual Pobal Audit business plan, budget, and resource allocation
- Plan and schedule the operational delivery of the plan
- Be responsible for the internal escalation reporting requirements and the external reporting requirement in accordance with internal policy and external contractual obligations
- Participate in information exchange/engagement activity to inform and influence programme design, and engage in guiding, encouraging and preventative measures and value-added activities to ensure there is an effective exchange of information and output from the audit process
- Lead, supervise, review and quality assure the work output/reporting from the team
- Ensuring that an appropriate robust audit programme is in place in a timely manner to deliver on contractual audit obligations.
- Supervision and review of all audits of all service organisations selected for audit under all the contracted programmes.
- Engagement with and the maintenance of relationship with a diverse range of internal and external stakeholders including statutory regulatory bodies, Government Departments and agencies that require both formal reporting responsibilities and other forms of engagement.
- Delivery of the Audit function's responsibilities in respect of budgeting, workforce planning, the creation and maintenance of audit policies, procedures, templates and participation in corporate wide projects in requiring audit input.
- Management and supervision of a team of auditors (approximately 6/7 personnel) that includes performance management, proactive supervision through team meetings, one to one meeting. Ensuring that learning and development is prioritised to enable the team to have the requisite technical and professional capacity to perform their respective roles.
Interested candidates will meet the following requirements:
- Professional Accounting and/or Internal Audit Qualification.
- Evidence of CPD in audit, financial management, financial accounting, and disclosure to ensure technical skills are appropriate and current.
- Demonstrable proven experience as an internal or external auditor in either large muti-disciplinary organisations, public bodies or advisory providers.
- Proven financial management experience.
- Demonstrable staff management experience.
- Excellent verbal and written communication skills and experience in respect of reporting, meeting management, presentation skills.
- Experience of working in a multi-disciplinary environment with competing demands on time and the ability to work by oneself with an orientation to deliver results.
- Knowledge and appreciation of the community/voluntary/public sector.
- Knowledge of EU and Government Accounting Regulations and public accountability requirements and the regulatory environment i.e., charities regulator etc.

The salary band for this position will be in the region of €65,000 - €95,000, depending on experience.
