Job Title: Technical Services Officer
Grade: Technical Services Officer, Senior Assistant (Grade Code: 555T)
Contract Type: Fixed-Term Contract (2 Years)
Location: Capital & Estates, Holland Road, National Technology Park, Plassey, Limerick


Overview

The Assistant Technical Project Manager will support the delivery of capital and estate services across a defined portfolio, ensuring projects are planned, executed, and maintained to the highest technical, regulatory, and safety standards.

This is a 2-year fixed-term contract, suited to an experienced professional with a strong background in project delivery, building services, or construction within a regulated environment.


Reporting Structure

Reporting to the Chief Assistant Technical Services Officer and working as part of the Estates Manager's team.


Key Responsibilities

Project Management & Capital Works

  • Plan, manage, and supervise major and minor capital projects from inception to completion

  • Assist in developing detailed project briefs in collaboration with stakeholders

  • Prepare and manage project budgets, ensuring delivery within approved financial limits

  • Support tendering processes, contractor selection, and procurement compliance

  • Ensure adherence to EU procurement rules and internal financial regulations

  • Oversee contractors and project teams to ensure timely and quality delivery


Maintenance & Asset Management

  • Develop and implement maintenance programmes for buildings, plant, and equipment

  • Identify priorities for maintenance and capital investment based on risk and operational needs

  • Prepare and manage maintenance budgets

  • Ensure all facilities are maintained in line with agreed standards and compliance requirements


Technical & Operational Support

  • Provide technical advice and support to operational teams and stakeholders

  • Assist in specifying equipment and infrastructure with a focus on efficiency and maintainability

  • Ensure all works comply with statutory regulations, licences, and certifications


Property & Infrastructure

  • Support property management activities, including compliance with transaction protocols

  • Assess infrastructure across the estate, including condition, capacity, utilisation, and security

  • Contribute to property strategy and planning alongside relevant stakeholders


Health, Safety & Compliance

  • Work with Fire & Safety personnel to ensure appropriate safety systems and standards are in place

  • Identify and manage infrastructural and environmental risks

  • Ensure compliance with relevant healthcare standards, including HIQA requirements

  • Promote continuous improvement in building performance and safety practices


Essential Requirements

Candidates must meet one of the following:

  • Level 8 (or higher) qualification in Architecture, Engineering, or Surveying accredited by a recognised professional body

OR

  • Full membership of a relevant professional body (SCSI, RICS, Engineers Ireland, RIAI)

OR

  • Equivalent qualification

AND

  • Minimum 5 years' relevant experience in:

    • Project management

    • Building design or construction

    • Mechanical, electrical, or building services
