A key role, providing support to the Capital Programme Manager (Assistant Principal) and the Office of Public Works (OPW), the Capital Project Manager will assist in the management. development and delivery of building projects on An Garda Síochána's Capital Estates Programme 2026-2030 and other necessary Capital projects.

Successful execution of such developments requires skilled and effective project management.

This role offers a unique and exciting opportunity for a talented professional to play a key role in managing the delivery of projects from inception, through each stage of development, design, construction to final delivery and handover. The role is diverse and includes engaging across all stakeholders including An Garda Síochána, Office of Public Works and the Department of Justice (DoJ).

The Capital Project Manager will assist in the development and delivery of initial concepts, Briefs of Requirements and designs of Garda premises in close collaboration with the Capital Programme Manager and OPW design teams, providing technical input and feedback on proposed designs and security considerations.

Principal Duties and Responsibilities:

  • Assist and report to the Capital Programme Manager in the development of initial concepts, briefs of requirements and designs during early capital project stages.
  • Coordinate initial feasibility studies, site assessments and technical surveys in collaboration with the OPW.
  • Assist senior management in developing proposals for long-term Master Plans of large Garda Campuses, including Garda Headquarters Phoenix Park, Garda Training College and other projects under AGS' Estates Capital Programme.
  • Review building designs ensuring they are fully compliant with operational/security requirements and building regulations.
  • Assist in delivery of individual projects, identifying opportunities to improve designs by considering best practice, how to support An Garda Síochána's operations, improve health & safety, security, quality, reduce defects and provide best value for money, compliant solutions.
  • Act as Project Manager and key point of contact for stakeholders including OPW and DoJ during project lifecycles.
  • Establish, foster and maintain good relationships as part of advising, monitoring and reviewing project inputs from various stakeholders during all stages of project lifecycles.
  • Ensure section and team maintain records in a clear, systematic and auditable manner.
  • Carry out effective section management and organisational functions including the review of process, establishing meeting schedules, attending, chairing and recording a variety of meetings, setting up, managing and maintaining document information, control systems, etc.
  • Manage and support the development of reporting personnel within the section.
  • Travel to other parts of the country to attend site visits, stakeholder meetings, etc

Essential: Professional Qualifications, Experience, Requirements, Skills

Candidates, by the closing date, must:

  • Hold a relevant qualification at the National Framework of Qualifications (NFQ) Level 7 or greater in a relevant discipline (e.g., Architecture, Quantity Surveying, Business Management, Engineering, Property, Financial Management)

OR

  • Have a minimum of 3 years' experience assisting in the delivery of capital building projects including procurement, design, technical, financial or construction management.

Candidates must also have:

  • Demonstrable record of achievement and management in the delivery of building projects.
  • Ability to manage multiple projects, prioritising tasks, working with schedules and tight deadlines.
  • Demonstrable initiative and a proactive approach, with strong problem-solving, analytical, and decision-making capabilities.
  • Proficient IT skills including Microsoft Office Suite (including Outlook, Word, Excel, PowerPoint and Teams).
  • A current full driving licence without endorsement - minimum category B.
