Location: DAERA, Marine and Fisheries Policy and Legislation Branch, Rathkeltair House, Downpatrick,
Pay: £37,694 per annum
Hours: Full-time, Monday to Friday (9:00am - 5:00pm / Flexi)
Contract: Temporary Ongoing
Hours per Week: 37
The Role
DAERA's Marine and Fisheries Policy and Legislation Branch is seeking a Policy and Legislation Officer to support the development, implementation, and review of fisheries policy and legislation. This is an excellent opportunity for an experienced policy professional with legislative expertise to contribute to the delivery of key policy objectives within the Sea Fisheries Policy team.
The successful candidate will work closely with policy officials, legal advisers, and a range of stakeholders to ensure legislative compliance, support policy development, and contribute to effective project delivery and governance arrangements.
Key Responsibilities
- Work with EU and domestic legislation to assess legislative and operational compliance and compatibility.
- Liaise with DSO officials and legal teams to resolve legal queries and provide legislative advice.
- Monitor and track legislation progressing through the Northern Ireland Assembly.
- Interpret regulations and review existing and emerging EU legislation.
- Support the development and implementation of policy and legislation.
- Conduct research and analysis to inform evidence-based policy development.
- Engage and co-design policy solutions with stakeholders and evaluate outcomes.
- Build and maintain effective relationships with key internal and external stakeholders.
- Support project management activities and ensure adherence to governance requirements.
- Assist senior colleagues through effective communication, briefing, and presentation of information.
Essential Criteria
Applicants must demonstrate:
- A minimum of 6 months' experience working with EU and domestic legislation to assess legislative and operational compliance and compatibility.
- Experience of working with legal professionals and legal teams to resolve legal queries.
- Experience of maintaining and developing effective relationships with key internal and external stakeholders.
- Project management experience.
- Experience supporting senior colleagues through effective communication and presentation skills.
Desirable Criteria
Applicants should ideally possess:
- A working knowledge of the Windsor Framework Agreement, or a willingness to develop this knowledge.
- Experience interpreting regulations.
- Experience working with EU legislation.
- Experience developing policy and legislation using best-practice approaches, including:
- Evidence-based research and analysis.
- Exploration of policy options.
- Stakeholder engagement and co-design.
- Policy evaluation and review.
