A large public sector organisation requires an Estates Contracts Officer based in Antrim Civic Centre.
Role: Estates Contracts Officer
Rate of Pay: £20.66ph
Location: Antrim
Hours: 37 hours
Duration: 3 Months
Main duties/Responsibilities:
- To support the delivery of a range of functions within the Estate Services Section as set out in the corporate plan and the annual business plan, particularly in relation to the delivery of functional, safe, modern and efficient estate assets.
- To manage staff, organising and monitoring operational aspects of the work and managing external contractors
- To ensure accurate and timely production of all requested information as requested by the Estate Services section.
- To advise the Lead Estate Services Officer on current trends, best practice techniques and technologies in Estate Services as well as regular, up to date statistics and management 1
1 Contribute to the delivery of services in Antrim and Newtownabbey Borough Council maintained properties, Including the following areas:
- Contract Management and Annual Order Management
- Strategic Asset Management Plan
- Asbestos Management
- Legionella Management Plan
- Planned Preventative Maintenance Systems
- CCTV Strategy and provision
- Condition Surveys
- Fire Risk Assessments
- Access Audits
- Christmas Lighting
- Cleaning of Facilities
- Car Park Management
- Caretaking/Cleaning
- Mechanical, Electrical and Building Services functions
- Facilities/Building Maintenance
- Security on all Council properties
- Playground Management and Maintenance information.
2 Contribute to the continual provision of high quality modern building facilities for the end user by means of a documented strategic plan for the maintenance, refurbishment and adaptation of the building asset stock, and where required, additions to and deletions from the stock. To assist in the financial profiling and programming of this plan.
3 To develop service delivery agreements and Frameworks for consultants and contractors as required by the Lead Estate Services Officer and prepare appropriate tender and contract documentation in line with financial and procurement regulations, policies and procedures.
4 To implement and monitor processes in relation to the reporting of planned preventative maintenance and adaptation works in a timely and effective manner, providing accurate and relevant information to enable effective performance monitoring and reporting.
5 Contribute to the delivery of Planned Maintenance in accordance with the Councils policies and procedures and in accordance with the relevant contracts and service level agreements.
6 Responsible for the collation, analysing and reporting of monthly, quarterly and annual performance and ad-hoc monitoring statistics, detailing performance Key Performance Indicators, maintenance requests and expenditures.
7 Assist the Lead Estate Services Officer in the development of policy, procedure and guidance for Contract and Performance issues to ensure appropriate measures is implemented to ensure the adherence to Contracts and Corporate Objectives.
8 To assist the Lead Estates Services Officer in managing designated budgets and providing forecasts of expenditure, for both planned preventative maintenance schedules and infrastructure development plans.
9 To provide a high level of internal and external customer service, resolving customer and client queries and complaints and following through to completion.
10 Responsible for the provision of contract and delivery advice, project cost management and project technical support
Essential Criteria:
- A Degree in a relevant discipline such as Electrical, Building Services, Mechanical Engineering, Construction, Building Surveying or other equivalent Level 6 qualification as per the qualification framework in a relevant discipline.
- Have a minimum of *1 years' experience of building construction to include the following:
-Experience of building construction and current building techniques and their application
-Experience of planned preventative maintenance systems and application of same
-Knowledge and experience of health and safety legislation with regards to facilities management
-Experience of facilities contract management Have a minimum of *1 years' experience in the management and supervision of staff and contractors.
