Job Title: Business Administration Manager (Public Sector) - Belfast

Location: Belfast
Pay: £19.78 per hour
Hours: Monday - Friday, 9:00 AM - 5:00 PM
Contract: Full-Time, Temporary until 31st September 2026

JOB SUMMARY

The post-holder will have responsibility for the operation of all administrative processes underpinning specific Committees of the Strategic Planning and Performance Group (SPPG) including the Local Commissioning Group (LCG) / Commissiong Groups, the and the Premises Committee. The post-holder will be responsible for monitoring compliance with Legislation, Corporate Policiesand DoH guidance governing the operation of SPPG. The post-holder will provide secretariat support as and when required. The post-holder will be the SPPG lead for the facilities management of SPPG Office/s and will be the direct point of contact. The post-holder will provide specialist advice and guidance to all HSC staff in SPPG Office/s ensuring compliance with relevant guidance/standards including mandatory training. The post-holder will be responsible for the line management of Corporate Business staff SPPG.

KEY DUTIES / RESPONSIBILITIES

  • Provide specialist advice and guidance to the Committee Chair on all aspects of corporate governance, ensuring meetings are conducted in accordance with legislative requirements, Codes of Conduct, and accountability frameworks.
  • Deliver high-quality secretariat support to Local Commissioning Group (LCG) and Commissioning Group meetings, working closely with the Chair, Commissioning Lead, and senior officers to coordinate business, develop agendas, and prepare briefing papers.
  • Prepare comprehensive Chair's notes, produce accurate and professional minutes, and monitor follow-up actions to ensure progress is reported at subsequent meetings.
  • Take responsibility for producing minutes that are subject to public scrutiny, ensuring they accurately reflect proceedings while maintaining a positive public perception of the organisation's governance and decision-making processes.
  • Exercise sound judgement and discretion when recording confidential discussions from special meetings and workshop sessions, ensuring sensitive information is handled appropriately.
  • Act as the primary point of contact for the LCG Chair, Commissioning Lead, and Committee Members, providing advice, guidance, and support to enable them to fulfil their roles effectively.
  • Develop and manage the annual programme of LCG and Commissioning Group meetings in line with the corporate calendar, including coordinating logistics and governance requirements.
  • Plan and oversee arrangements for public meetings, including those involving sensitive or controversial issues, liaising with service users, trade unions, community organisations, stakeholders, members of the public, and the media.
  • Coordinate and deliver programmes of workshops, visits, and other engagement activities for Committee Members across the organisation.
  • Serve as the main contact for enquiries relating to LCG and Commissioning Group business from service users, community groups, special interest organisations, members of the public, and the press, providing timely information and advice via telephone, email, and face-to-face interactions.
  • Manage sensitive and potentially contentious enquiries with professionalism, diplomacy, and discretion while maintaining the highest standards of customer service and confidentiality.

ESSENTIAL CRITERIA

1a) GCSE Mathematics & English (Grades A-C) OR Equivalent qualification to demonstrate literacy and numeracy AND 2 x A Levels or equivalent. AND 18 months relevant* Administrative/Clerical experience OR Shortlisting by Application Form 1b) 3 years relevant* Administrative/Clerical experience

Have an excellent working knowledge of Microsoft Outlook PowerPoint, Word, Access & Excel

Hold a current full driving licence which is valid for use in the UK and have access to a car on appointment. This criteria will be waived in the case of applicants whose disability prohibits driving but who have access to a form of transport approved by the SPPG which will permit them to carry out the duties of the post.

*Please note: Experience in Premises/Facilities Management is essential*
