Job Title: Buyer

Location: Belfast

Length: Temporary - 9 - 12 Months

Hours of work: 37.5hrs Monday - Friday

Rate of Pay: £16.50 per hour

The Client:

NI Water was set up in 2007 to provide water and wastewater services in Northern Ireland. They recognise that people are what make Northern Ireland Water a great place to work, so they are always looking for talented and passionate individuals that can help them on the journey to becoming world class.

The Role:

  • Support the overall Procurement function to achieve their objectives.
  • Manage the tendering of contracts above and below the Utilities Contract Regulations threshold, with support of line managers, to deliver value for money.
  • Conducting procurements in a manner that minimises risk of legal challenge to NI Water (compliance with Utilities Contract Regulations)
  • Stakeholder management to develop tender documents, supervise evaluation panels and consensus meetings, analysing.
  • Conduct price evaluation of tender submissions
  • Preparation of contract award documentation including supplier debriefs.
  • Supporting contracts post-award.
  • Supporting negotiations.

Requirements:

ESSENTIAL CRITERIA

  • A minimum of 5 GCSEs to include Maths and English at grade C or higher.
  • A minimum of 3 A levels or equivalent at grade C or higher with at least 2years' experience working in an office or customer facing environment
    • OR
    • A third level qualification (e.g., HNC, HND, Degree or equivalent) with at least 1 years' experience working in an office or customer facing environment.
  • Proficient in the use of Microsoft Word, Excel and Outlook. MS Excel experience should include the ability to analyse and manipulate data for presentation in a professional manner.
  • Have full CIPS membership (MCIPS) or willing to study to obtain CIPS professional qualification with full support of NI Water.

DESIRABLE CRITERIA

In the event of a large number of applications, in the first instance, candidates may be short-listed on the following desirable criteria:

  • 1 years' experience in any aspect of procurement/supply chain management.

In the second instance, candidates may be short-listed on the following, additional desirable criteria:

  • Experience of using an electronic tendering system.
  • Line management experience.
  • Full CIPS membership or current membership of an appropriate industry body e.g., IACCM, ISM
