Job description

Job Title: Estate Services Officer

Rate of Pay: £20.66 per hour

Duration: 3 Months

Location: Antrim Civic Centre

Key Responsibilities

Estates and Facilities Management

Support the management and maintenance of Council properties, including:

  • Contract and annual order management
  • Mechanical, electrical, and building services
  • Facilities and building maintenance
  • Security systems and emergency response
  • CCTV operations and strategy
  • Caretaking and cleaning services
  • Graffiti removal and street nameplates
  • Heating, lighting, electricity, and water services
  • Christmas lighting operations
  • Asbestos, fire safety, and legionella management
  • Planned preventative maintenance (PPM)
  • Access audits and condition surveys

Asset Management and Planning

  • Contribute to strategic maintenance, refurbishment, and adaptation plans for Council assets.
  • Assist with asset lifecycle planning, budgeting, and financial forecasting.
  • Support strategic asset management initiatives and plant modernisation programmes.

Operational Management

  • Assist in managing:
    • Reactive maintenance
    • Planned maintenance programmes
    • Statutory inspections and testing
    • Security and emergency call-outs
    • Reservoir maintenance and responsible persons register

Staff, Contractor and Resource Management

  • Manage staff, workloads, and operational resources.
  • Monitor contractor performance and ensure contract compliance.
  • Ensure adherence to Council financial regulations and fleet management procedures.
  • Maximise efficiency and value for money in service delivery.

Project Delivery

Support and, where appropriate, manage maintenance and refurbishment projects by:

  • Preparing designs, specifications, and drawings
  • Producing quotation and tender documentation
  • Maintaining project records
  • Overseeing projects from concept through to completion

Professional Development and Compliance

  • Maintain up-to-date knowledge of legislation, industry standards, and emerging technologies.
  • Attend relevant training, meetings, and development activities.
  • Ensure compliance with health and safety policies and statutory requirements.
  • Respond promptly to maintenance issues, faults, damage, and vandalism.

Qualifications

Essential

  • Degree (Level 6 or equivalent) in a relevant discipline such as:
    • Building Surveying
    • Construction
    • Building Services Engineering
    • Mechanical Engineering
    • Electrical Engineering
  • Alternatively, 3 years' relevant experience may be accepted in lieu of formal qualifications.

Desirable

  • Additional relevant qualifications (e.g. Facilities Management).
  • Professional membership of bodies such as:
    • IWFM
    • CIBSE
    • CIOB

Experience

Essential

  • Minimum 1 year's experience in building construction, including at least two of the following:
    • Building construction techniques and their application
    • Planned Preventative Maintenance (PPM) systems
    • Health & Safety legislation within facilities management
    • Facilities contract management
  • Minimum 1 year's experience managing and supervising staff and contractors.

Desirable

  • Additional facilities management experience.

Skills & Abilities

Essential

  • Strong staff management and supervisory skills.
  • Excellent written and verbal communication skills.
  • Proficient in:
    • Microsoft Word
    • Excel
    • PowerPoint
    • Windows applications
    • Computer Aided Design (CAD)

Knowledge

Essential

  • Good knowledge of Health & Safety legislation and compliance requirements.

Other Requirements

Essential

  • Full current driving licence (or alternative means of transport where applicable).
  • Willingness to work outside normal hours when required, including evenings and emergency callouts.
