Band 7 Portfolio Analyst (Digital Project and Programmes) with a large Public Sector Organisation

Location: Linenhall Street, Belfast

Pay Per Hour: £22.37

Working Hours: 37.5 hrs per week

JOB SUMMARY/MAIN PURPOSE:

The Portfolio Analyst will take responsibility for the management and delivery of digital projects and programmes-across HSCNI. They will deliver digital projects to time and budget in line with approved standards. The Portfolio Analyst will work with key stakeholders for each project and programme within the DHCNI Portfolio as part of the Enterprise Portfolio Management Function (EPMO). They will facilitate transformation and change in relevant service areas.

MAIN DUTIES / RESPONSIBILITIES

  1. Lead and manage Digital projects and programmes to time and budget as directed and advised.
  1. Work collaboratively with all stakeholders to develop business cases; Manage projects through the required formal approval stages such as business case approvals.
  1. Develop plans and strategies for management of projects and programmes. Produce documentation and reports in line with DHCNI and EPMO standards as appropriate. Report project/programme progress through Highlight Reports, Stage and Exception Plans as required.
  1. Collaborate effectively with vendors/third party suppliers in the procurement, implementation and transition of digital Systems, Solutions and Services.
  1. Follow agreed procedures and specialist advice, such as legal or procurement services, as required to effectively manage a project/programme.
  1. Maintain Portfolio Logs for Requests, Mandates, Risks and Issues.
  1. Liaise with Programme Managers and related project resources to ensure that project deliverables are coordinated and duplication is avoided where possible.
  1. Participate fully in DHCNI quality initiatives.
  2. Use and compliance with the DHCNI standards and management processes for all service management activity.
  1. Plan and support service transition to customers and IT operational teams.
  1. Monitor and maintain performance of digital services ensuring adequate capacity and availability of services taking both proactive and reactive action when required.
  1. Follow DHCNI change, release and configuration management processes.
  1. Ensure DHCNI operational documentation for which they are responsible for is kept up to date.
  1. Assist in development and implementation of regional protocols and guidelines as required. Key input to the development and implementation of robust monitoring systems for the management of systems and services within the DHCNI Portfolio.
  2. Act as the primary point of contact in the absence of the line manager for relevant services in the event of a Business Continuity/Disaster Recovery. This includes assisting their manager with ensuring that proactive system related disaster recovery processes are documented, tested and kept up to date.
  1. Manage projects through the required formal approval stages such as business case approvals.
  1. Secure the financial and other resources required for successful management of projects. Monitor overall progress and use of resources, initiating prompt and effective corrective action as and when necessary.
  1. Manage and monitor all aspects of project/programme budgets and expenditure throughout the project/programme.
  1. Plan, monitor and report on projects/programmes within the DHCNI Portfolio using the DHCNI Portfolio Management software toolset.
  1. Set up project and programme structures for the effective management, quality assurance and reporting of projects and programmes as required.
  1. Conduct Post Project Evaluations and Project Reviews to assess how well the Project was managed; follow up on 'lessons learned' and other actions.

ESSENTIAL CRITERIA

  • A university degree or professional qualification and have worked for at least 3 years' experience in a portfolio/project management role within a major organisation;

OR

  • Have experience of leading ICT supported projects with a budget of over £50,000
  • Have previous experience utilising a project or portfolio methodology (e.g. PRINCE 2, MoP or other similar methodology).
  • Hold a current full driving licence which is valid for use in the UK and have access to a car on appointment.

DESIRABLE CRITERIA

  • Prince II Practitioner or Management of Successful Programmes Practitioner or Management of Portfolio Practitioner qualifications
