Our Client, A Large Public Sector Organisation based in Coleraine require a Peace Programme Co-Ordinator to join their team.
Role : Peace Programme Co-Ordinator
Location : Coleraine
Hours of work : 37hrs per week Monday - Friday
Hourly Rate : 1 -12 weeks £19.13 13 weeks + £20.98
Main Purpose of Post
- Lead the implementation of the Local PEACE Programme Action Plan for the CCGBC area, including engagement with key stakeholders and delivery agents.
- Lead on the implementation, monitoring and evaluation of the Local PEACE Programme Action Plan and associated programmes for the Council area, including the management of staff, resources and budgets.
- Manage the development and administration of the PEACE Partnership in order that the Partnership can contribute, through its Plan, towards the promotion of greater levels of peace and reconciliation, as laid out within the EU Programme for Peace & Reconciliation 2021-2027 for NI and the Border Region of Ireland
- Ensure that the department complies with all statutory and legislative requirements by adhering to these requirements and working in accordance with good governance and health and safety requirements.
- Ensure that all responsibilities are carried out in a timely and effective manner and that general confidentiality is maintained in all areas relating to the work of the Council.
MAIN DUTIES AND RESPONSIBILITIES
Principle advisory role to the Head of Service in all matters related to the strategic development and operational management of the Council's Peace Programme portfolio.
- Lead on the management development and delivery of the Causeway Coast & Glens PEACE Action Plans, including staff, budgets and resources.
- To lead on the design and management of the PEACE consultation for the development of PEACE local area action plans.
- To establish, develop, manage the governance arrangements for the PEACE Partnership, including the provision of advice and guidance to the on the direction, governance and implementation of the Local Action Plan.
- Responsible for supporting the PEACE Partnership to address contentious and/ or sensitive issues in relation dealing with the peace building efforts as a result of the legacy of conflict relevant to the Local Action Plan implementation, including management of the associated risks for council and the Local PEACE Partnership Board
- To manage the staff associated with this Programme.
- To implement and review the operational plans and appropriate administrative systems for the disbursement of EU funding.
- To ensure transparency and accountability through all the funding activities undertaken by the PEACE Partnership.
- To manage appropriate sub-groups and working groups of the Partnership, including facilitation of meetings, and preparation of papers, financial and progress reports where necessary.
- To monitor and manage the evaluation of the entire PEACE Programme.
- Manage the development and sponsorship of capital projects relevant to the service area and offer guidance and support to other council departments in the development of capital projects to ensure adherence to the EU Programme Rules.
- To manage and monitor the delivery of PEACE Programmes by both external contractors and Council-Led Delivery Agents.
- To ensure advice and support is provided to potential promoters in the preparation of applications for funding and in exploring additional sources of funding and advice.
- To liaise with relevant Council staff, as well as other Managing Agents such as the Special EU Programmes Body and the PEACE Mangers' Forum.
- To manage publicity and promotion of all programmes within the post's remit to include the management of crisis communication response.
- As a member of the Departmental Management Team, contribute to the updating, delivery and monitoring of the Council's Corporate, Directorate and Departmental Plans.
- Facilitate and /or engage in the development of policy and procedures where outworking's may have an impact on PEACE and manage the facilitation of relevant consultation and community and statutory engagement in the policy development.
- Ensure that all responsibilities are carried out in a timely and effective manner and that general confidentiality is maintained in all areas relating to the work of the Council.
Essential Criteria
Applicants must, at the closing date for receipt of applications, have
- A degree level qualification

- Be able to demonstrate on the application form, by providing personal and specific examples, a minimum of tow year's experience in each of the following areas
- Managing Programmes in excess of £250,000 per annum, including project appraisal processes
- Strategy development and implementation
- Managing budgets
- Project Management
- Procurement and tendering
Technical Competence Knowledge
- An understanding of EU Funding Programmes
- A clear understanding of the workings of local government and wider environment in which it operates
