About the Role
We are recruiting a Head of Waste Processing, Enforcement and Business Support to join our team at Newry, Mourne and Down Council facilities. You will be responsible for the effective leadership and management of services that come under their control in the pursuit of service excellence, value for money and continuous improvement. In this capacity, and as part of the Technical Management Team (TMT). You will assist the Assistant Director and when required assist in the support of the Technical Management Team (TMT), in their strategic, policy and decision-making roles by providing timely, professional and objective advice on the areas of responsibility which fall under the responsibility of this post.
Key Responsibilities
Landfill & HRC
- Ensuring that all statutory requirements are met in relation to landfill diversion targets (NILAS).
- Be responsible for the proper management of the Council's final closure and restoration plans for its Landfill Sites and the ongoing management of the sites after closure.
- Ensure the proper management of the Council's Household Recycling Centres and associated waste processing contracts.
- Ensure the effectiveness of the Council's Household Recycling Centres by the management of the resources and facilities relating to this service. Making sure the services meet customer requirements and NIEA licence conditions.
- Drive the future development of renewable energy production via our closed landfill sites.
Recycling & Waste Processing
- Be responsible for the monitoring, evaluation, quality and performance of the Waste Recycling Processing services, including contract management and report on the same.
- Work with other Councils and sub-regional groups on shared opportunities and collaborative projects concerned with waste processing and recycling. Participating in same in accordance with Council policies.
- Assist in the development and manage the implementation of strategies which enable the attainment of prescribed recycling targets.
- Keep abreast of innovative and best practices in recycling and their application to improve the efficiency and effectiveness of recycling services to the benefit of the public and environment and apply such knowledge locally.
- Ensure compliance with current legislation in the transportation, handling and disposal of waste. Ensure that there is no contamination of air, land or water sources.
Enforcement
- Oversee the investigation, and follow up claims of illegal dumping of waste and work with other waste regulation and enforcement staff and bodies to secure effective resolution of the problems, including serving notices and legal action.
- Responsible for the effective and efficient fulfilment of the Council's statutory duties with regard to the enforcement of the relevant legislation. Covering Waste, Litter and Anti-Social Behaviour.
Waste Contracts & Data
- Produce Waste Tenders and Quotations, ensuring that such service contracts are kept up to date and within Council procurement policies and procedures.
- Manage internal and/or external contract arrangements in pursuit of efficiency and effectiveness relating to waste/recycling processing service delivery.
- Oversee the capture, collation, storage, verification and administration of the Council's waste management data, from all sources.
- Manage the analysis and reporting of the Council's waste management data, both internally and externally to the NIEA/DoE requirements.
- Incorporate external strategic projects and contracts into local performance targets enabling achievement of the broader waste management strategy, covering NIEA/DoE requirements.
- Preparing the finance information for the Waste Management Department to assist with estimates and monthly budget information.
Customer Care
- Manage the Business Support services to the Department to ensure adequate customer service and admin support across the entire Waste Management Services Department.
Business Support & Financial Support
- Develop and implement effective and efficient customer relationship management, ensuring that all customer queries/complaints are logged, tracked and acted on and that direct customer interaction is executed with courtesy at all times.

Requirements
Essential Criteria
Have a minimum of a Level 6* qualification, for e.g., University Degree
AND
Demonstrate a minimum of 2 years' experience at a management level position to include responsibility in ALL the following areas:
- Leading and developing programmes/projects
- Management of a Licensing and/or Enforcement function.
- Management of staff
- Budget Management
- Preparing and presenting reports to Committees
OR
Applicants who do not possess a Level 6* qualification should demonstrate a minimum of 3 years' experience at a management level position to include responsibility in ALL the following areas:
- Leading and developing programmes/projects
- Management of a Licensing and/or Enforcement function.
- Management of staff
- Budget Management
- Preparing and presenting reports to Committees
Have a minimum of 1 years' experience of successfully managing and delivering a variety of projects simultaneously and achieving results to meet timeframes, involving external agencies.
Have a minimum of 1 years' experience in the development and management of successful working partnerships with a range of groups and individuals.
Be able to demonstrate competence in use of e-mail and Microsoft office applications including word, excel, power-point.
Knowledge of Legislative framework relating to
- Wastes Management
- Health and Safety
Hold a full current driving licence and access to transport, or access to transport to meet the requirements of the post.
Ability to work outside of normal office hours, including evenings, weekends and public/bank holidays
