Armagh

The role: You will lead and coordinate operational and transformational business change activities throughout all key phases of the Equip Programme. Responsible for the successful transition to the new solution across RSSC, taking the lead for managing progress towards adoption, solution optimisation and achieving measurable improvements resulting from implementation of the Equip system. Develop a strategic change plan to support Equip implementation, with a particular focus on Recruitment Shared Services, play a significant role in business change activities associated with the equip programme, developing, delivering and monitoring change plans to ensure implementation of business change interventions and the delivery of the business case benefits. You will have responsibility for leading engagement with, and mobilisation of, the HSCNI communities, staff, and service users (where appropriate), to identify and plan for the changes required to successfully deliver Equip benefits. You will work directly with the Programme team and business stakeholders to fully understand and define the people, process and technology changes required. You will provide leadership to the team and ensure that high standards of productivity, excellence and best practice are demonstrated.

Responsibilities:

Setting Direction/ Modernisation

  • Responsible for the transformational and business change development activities required to enable Equip to be delivered
  • Develop an overarching Business Change Management Plan, aligned to strategic objectives as outlined in the Equip Business Case, to support the successful delivery of Equip outcomes for the relevant business area
  • Analyse and present complex information from multiple stakeholders, programmes and projects. They will also be required to provide expert advice, analysis, judgement, and apply creative vision to determine, build consensus for and communicate the desired future state.
  • Contribute to the development and agreement of new regional policies and procedures, working collaboratively with the Programme's strategic Workstream, technical and programme management workstreams, and the Equip Functional teams.
  • Analyse and develop an understand the current change maturity and create an action plan to achieve the desired future state, working with Training team to develop, deliver and evolve training.
  • Create actionable deliverables and include change reinforcement and success measures.
  • Work closely with the Training workstream to identify training opportunities to help employees understand and adapt to change.
  • Communicate the plans to build engagement and support for CM plans and an understanding of actions/interventions.
  • Prepare risk mitigation tactics for resistance and coach project teams, people managers on effective approaches to leading and embedding change, and managing resistance
  • Deliver focus groups, workshops and training to support organisational change
  • Drive the delivery of CM plans and the deployment of CM tools & interventions to build engagement, adoption and utilisation.
  • Measure and evaluate success of the CM plan, capture lessons and apply these to the Programme's & organisational change management capability.

Service Delivery

  • Collaborate with a range of internal and external stakeholders, including the Equip Programme team, Workstream and Functional Leads, staff and service users to ensure and enable business readiness to implement and adopt new systems and processes.
  • Set up project reporting and control structures for the activity associated with business readiness and transitional arrangements for system implementation to ensure effective change management, quality assurance and reporting of progress.

Quality & Governance

  • Lead by ensuring stakeholders are prepared for and manage follow up actions. Monitor action plans and ensure all relevant documents/recording mechanisms are kept up to date.
  • Work within the project Governance framework, ensuring that all activities, policies related to the delivery of Equip meet stated requirements.
  • Deliver effective governance in accordance with public sector values and the codes of conduct and accountability, ensuring that all statutory functions are carried out.
  • Advise and track any change management implications arising out of any new policies or policy amendments, as required.

Communication

  • Take a lead role in collaborative working with colleagues across BSO, ALBs, and wider HSC staff, and Equip Programme teams, ensuring strong and effective relationships are always maintained throughout the delivery of Equip.
  • Manage communications with all stakeholders, taking effective action to highlight and address concerns/issues relating to the Equip Business Change activity.
  • Work in partnership with Trade Union colleagues to develop and deliver a Change Strategy, incorporating best practice, policies and standards.
  • Act as a point of contact for Business Change for the Equip Programme within your area of responsibility.
  • Ensure effective communication with teams across BSO, ALBs and the wider HSC Network.

Leadership, People Management and Development

  • Line manage staff as appropriate and to achieve results through people by establishing clear direction and measurable objectives.
  • Be a role model of transformational leadership to motivate and empower others to act and achieve business objectives.
  • Review the performance of any direct reports, providing guidance on personal development requirements and advice on appropriate action.
  • Maintain good relationships and morale amongst those reporting to them.
  • Delegate appropriate responsibility and authority to the level of staff within their control consistent with effective decision making whilst retaining responsibility and accountability for results.
  • Participate as required in the selection and appointment of staff reporting to them in accordance with procedures laid down.
  • Take such action as may be necessary in performance or conduct concerns in accordance with procedures laid down.
  • Promote equality of opportunity through their own actions and ensure that policy is adhered to by staff for which s/he has responsibility.
  • Complete all line management responsibilities in relation to staff contracts, requests and maintain accurate information on the HR, Pay, Travel and Subsistence system (HRPTS).

Development and Innovation

  • Engage in personal and professional development to maintain a high level of relevant knowledge and skills.
  • Development of knowledge of the relevant business areas associated with the Equip Programme.
  • Ensure knowledge is continuously updated through maintaining awareness of global trends and developments and horizon scanning.
  • Engage, develop and participate in research activities with agreed stakeholders, research projects and programmes locally and globally

Essential Criteria:

  • A university degree or relevant professional qualification and have worked for at least 3 years in a business change role at middle management level or above*

*Middle Management: Band 7 level or above/reporting directly to a Head of Service

OR

  • At least 5 years' experience working in a change management role at middle management level or above*
  • Experience in successfully developing and delivering large scale change plans to build organisational capacity and capability during major organisational change.
  • Experience of having worked with a diverse range of stakeholders, both internal and external to the organisation, to achieve successful outcomes for a minimum of 3 years in the last 5 years.
  • Have proven experience of project management. 5. Have proven experience in running focus groups, workshops and training to support organisational change
  • Demonstrate a track record of delivering change Programmes within a large organisation.
  • Ability to analyse and present complex information from multiple stakeholders to inform decision making.
  • Demonstrate success of having strategic people, governance and organisational skills to effect positive change across an organisation.
  • A knowledge of how organisation development supports individuals, teams, organisations and the wider system.
  • Hold a current full driving licence which is valid for use in the UK and have access to a car on appointment. This criterion will be waived in the case of applicants whose disability prohibits driving but who have access to a form of transport approved by The Organisation which will permit them to carry out the duties of the post.

Desirable Criteria

  • PROSCI or similar change management qualification
