We are currently recruiting for a part time Labour Market Partnership Project Officer on a temporary basis for our
Public Sector Client based in Limavady.
Main Purpose of Post
The purpose of the post will be to assist the Labour Market Partnership Manager to develop and deliver on the LMP Strategic Plan & Action Plan. The aim is to help improve employability outcomes and Labour market conditions locally by working through coordinated, collaborative, multi-agency partnerships, achieving regional objectives whilst being flexible to meet the needs presented by localised conditions and helping to connect employers with employees. The key objective is to develop local plans tailored to Causeway Coast and Glens Borough Council area depending on skills, sector, requirements; agree sector/industry needs at a local level; review supply and demand for skills, expertise, qualifications etc. at local level and commission new provision to fill any local gaps.
MAIN DUTIES AND RESPONSIBILITIES
Assist the LMP Manager in delivering long term project priorities, through the following actions:
- Assist the LMP Manager in undertaking a Strategic Assessment, identifying priorities arising from statistical information and consultation as a basis for developing Partnership Action Plans.
- Using an Outcomes Based Accountability approach assist the LMP Manager in, collecting evidence that can be used to create Performance Scorecards that consider the impact of the Partnership on agreed whole-population indicators, the borough's Community Plan and the Council's Corporate Plan.
- To develop, deliver, monitor and evaluate LMP and other associated programmes and projects aimed at addressing the skills and employability agenda within Causeway Coast and Glens.
- Communicate advice and guidance to the LMP on legislation, policy, commissioning research, statistical reports, publications relating to the work of LMP and local employability/labour market issues.
- Engage with project stakeholders to identify skills, labour and employability issues/needs to help inform, shape and develop project interventions. This will involve effective consultations with businesses, and other stakeholders for assigned projects.
- To provide advice and support to the LMP members to ensure effective and efficient operation of the partnership.
- Plan, organise. attend and assist with relevant events, conferences, exhibitions, launches, presentations, project meetings, member / sub-group meetings, and training sessions as required.
- Service working groups engaged in long term project development and managing administration systems to reflect project management principles and audit requirements.
- Assist the LMP manager with the management, expenditure, project progress reporting and claiming of DfC and DfE funding ensuring that the functions are carried out in accordance with Council's governance and financial framework and that of the funder's financial guidelines.
- Assist the LMP manager with maintenance of a Declarations of Interest Register.
- Assist the LMP Manager to manage and co-ordinate a comprehensive administrative support service, to monitor the performance of the local labour market, identify priorities for inclusion in the annual action plan and monitoring performance against these priorities.
- Assist the LMP Manager to establish sub-groups or project groups as required, with Terms of Reference, and ensure servicing of same.
- Assist the LMP Manager to network with partners, develop and maintain relationships with statutory agencies and other public and private sector organisations, and identify opportunities to market and promote the positive image of the LMP.
- Assist the LMP Manager to develop with Members, a district wide programme of work to enhance the public awareness of the LMP.
- Assist the LMP Manager to create a Communications Strategy, promoting the work of the LMP through the media and other communications channels.
- To provide a strong level of employer engagement support to ensure that LMP programmes benefit from a high level of employer engagement and participation.
- Assist in the preparation and assessment of tender specifications and contract documentation for the function in line with Council's procurement procedures.
- Assist with the scoring of grant applications for various Labour Market Partnership grant programmes. Additionally, providing advice to the public regarding applying for a grant.
- Conduct site verification visits and attend funders meetings to ensure projects are progressing satisfactorily, with the preparation of all necessary management and project reports.
- Implement effective monitoring, financial and administrative procedures and controls pertaining to local government and external funder requirements. Provide administrative support on the delivery of a range of projects.
Essential Criteria
Applicants must, at the closing date for receipt of applications, demonstrate by providing personal and specific examples, that they possess:
- A degree or equivalent qualification in a relevant discipline, eg education, social policy, economic development, community development, business or management.
And
- A minimum of two years' relevant experience in:
- Strategy/policy development work
- Partnership working with regional & local stakeholders
- Research and data analysis
OR
- Alternatively, consideration will be given to candidates who do not possess the required educational qualifications but can demonstrate, by providing personal and specific examples, a minimum of three years' relevant experience in the areas outlined above.
- Knowledge of regional & local government and its services

Working Tuesday - Thursday 22.5hrs per week
