Technical Specialist & Team Leader
Location: BSO, 2-4 Cromac Avenue, Belfast
Hours: Full-Time (Mon-Fri, 9am-5pm)
Pay Rate: £24.45 per hour
JOB SUMMARY
- Lead and manage a team of software developers, delivering high-quality software solutions to agreed specifications and project deadlines.
- Oversee the design, development, implementation, and developer-level testing of user interfaces, server components, and system interfaces.
- Ensure software is secure, scalable, compatible, maintainable, and aligned with best practice development standards.
- Provide technical leadership throughout the software development lifecycle, ensuring quality and timely delivery.
- Collaborate with ICT specialists, suppliers, BSO teams, and HSC organisations to develop and support integrated digital solutions.
- Apply technical expertise and knowledge of Health and Social Care (HSC) ICT systems and infrastructure to deliver effective software solutions.
- Build and maintain strong relationships with key stakeholders, including Health and Social Care professionals, to ensure business needs are understood and met.
- Support the delivery of ICT services that contribute to the wider objectives of the Business Services Organisation (BSO) and NHS organisations.
KEY DUTIES / RESPONSIBILITIES
- Lead the development and delivery of high-quality software solutions, ensuring projects are completed on time and within budget.
- Provide technical leadership and specialist ICT expertise to guide application design, development, and implementation.
- Monitor emerging technologies, evaluate their potential impact, and recommend innovative solutions to enhance services.
- Contribute to the development of policies, standards, and procedures supporting regional eHealth solutions across Health and Social Care.
- Oversee the technologies, tools, and development practices used by the software development team.
- Ensure applications are supported and maintained in line with agreed specifications and Service Level Agreements (SLAs).
- Lead the investigation, troubleshooting, and resolution of technical issues, recommending effective long-term solutions.
- Collaborate with legal, procurement, and ICT specialists to support the successful delivery of software projects.
- Drive the development and implementation of system enhancements in line with business priorities.
- Work collaboratively with internal and external stakeholders to share knowledge, coordinate activities, and deliver successful outcomes.
- Lead the development, testing, and deployment of software solutions, ensuring quality, reliability, and user satisfaction.
ESSENTIAL CRITERIA
A degree or professional qualification in an ICT-related discipline and a minimum of 3 years' experience in an application development role within a large organisation;
OR
A minimum of 5 years' experience in an application development role within a large organisation.
Applicants must be able to demonstrate:
- Proven specialist experience in the design, development, testing, and implementation of IT applications.
- Strong technical expertise in C#, .NET Desktop, and .NET Web development.
- Experience gathering, analysing, and documenting user requirements.
- Knowledge of database design and development.
- Experience writing maintainable, high-quality code and using source control/version control systems.
- Experience applying software quality practices, including unit testing, code reviews, and other quality assurance processes.
- Knowledge of software development standards, policies, and best practices.
- Experience delivering application development and support services to a large customer base.
- Experience working within a recognised project management methodology (e.g. PRINCE2 or equivalent).
- A minimum of 2 years' experience leading or managing a team.
Other
Hold a current full driving licence which is valid for use in the UK and have access to a car on appointment. This criteria will be waived in the case of applicants whose disability prohibits driving but who have access to a form of transport approved by the Organisation which will permit them to carry out the duties of the post.
