Staff Officer Corporate Services Manager

Location: Belfast
Hours: Full-time, 37 hours per week
Salary: £37,694 per annum

**Candidate Required for early January 2026**

Key Responsibilities

Finance

  • Purchasing - managing the requisition and purchasing of goods and services
  • Accounts Payable - processing all invoices and expenses (within 10 days)
  • Budgetary Monitoring - assisting in preparation of initial annual budgetary forecasts, monthly budgetary monitoring, monthly reconciliations and variance reports and initial year end and annual account reconciliations, and to complete monthly drawdown of funds
  • Banking - providing ongoing administration and reconciliation of the Commission's bank account.
  • Assisting external and internal auditors when necessary
  • Assisting in the management of the payroll
  • Production of timely financial and management information at the request of the Corporate Services Manager or senior staff
  • Preparation of Annual Report and Accounts working papers: accruals, prepayments, salaries, nominal activity etc
  • Ensure work carried out meets financial reporting requirements of the Commission and provides a full audit trail
  • Using the implemented accountancy software package as a tool for financial management and reporting.
  • To assist the Corporate Services Manager by operating within the Office's financial guidelines
  • Act as the procurement lead for day-to-day requirements.

Facilities and Human Resources

  • To provide administrative support to the Office to ensure a high level of quality of service and meet all health and safety requirements
  • Provision of administrative support for HR services and recruitment

Assets & Premises

  • Asset Register - managing the register of the Office's assets
  • Stationery - managing the Office's stationery needs and placing appropriate purchase orders
  • Premises Management - assisting with managing the contracts with all premises services suppliers, this will include making appropriate arrangements for ongoing maintenance, servicing and remedial works, providing initial assessment and recommendations as well as (in conjunction with the Corporate Services Manager) commissioning any new installations or services that may be required
  • Health & Safety - assisting the Corporate Services Manager in ensuring that Office premises and contents meet the required Health & Safety at Work requirements of the relevant legislation and the Office policies, including conducting appropriate quality checks and reporting the findings for necessary action/training
  • Risk Assessments - conducting and reporting on Health & Safety General Risk Assessments and Workstation Risk Assessments
  • Fire Evacuation Procedures - the post-holder will be the Fire Warden for the Office.

Corporate Governance

  • To provide administrative support to the Board, Senior Management Team and Audit and Risk Assurance Committee (ARAC), as required
  • To keep under review and update, when necessary, policies and procedures in line with Internal Audit recommendations
  • To maintain a Register of Interests and confirm no conflict of interests on an ongoing basis by the Board (monthly) and ARAC (quarterly)
  • To assist in preparations for a Review of the Office by the Department.
  • Compliance
  • To process all Departmental returns and requests for information (including AQs), complaints and FOI requests in accordance with the Commission's procedures and within the required timeframe
  • To assist in the management all new and existing Contracts for professional services in accordance with procurement guidance and contractual obligations
  • Other
  • Assisting in other areas of the Office, as the need arises.

Essential Criteria

  • At least 6-12 months proven experience in a finance or corporate services role, including accounts payable, budgeting, reconciliations, procurement and financial reporting.
  • Experience using accountancy software and supporting payroll, audits, governance and compliance processes.
  • Politically astute, professional and discreet, with the ability to handle sensitive and confidential information.
  • Strong organisational, communication and teamwork skills, with flexibility to meet the needs of the Office.
  • Ability to commence within the first two weeks of January.
