Main purpose of job

To be responsible to the Senior Civil Engineering Officer for assisting with the provision of the civil engineering function within the Parks and Leisure department to agreed quality, time and budget targets and project management functions.

To successfully engage and work in liaison with a range of key internal and external stakeholders.

Summary of responsibilities and personal duties

To assist with and contribute to, in liaison with the Senior Civil Engineering Officer and Landscape Planning and Development Manager and as agreed and prioritised by the Departments Land and Capital Programme, an annual programme of project work involving civil engineering and to help prioritise, timetable and cost the work for approval.

To assist with the supervision of the annual small works civil engineering tender so as to ensure that all work is completed to agreed quality, time and budget targets.

To provide specialist civil engineering knowledge and advice to other council sections and departments and to contribute to corporate working groups as required.

To assist with the preparation and supervision of the annual bitumen macadam contract and small civil engineering contract.

To assist with the implementation and maintenance of a parks pathways, roadways and hard surfaces inspection system, including DDA implementation.

To prepare payment certificates for projects and assist with the execution of the monetary control.

To participate in playground construction projects, including surveying, preparation of tender documents and supervision of the work.

To carry out land surveys as directed and prepare associated drawings.

To update computer record drawings, the Register of Change and other documentation as appropriate.

To prepare technical reports and record and analyse information on computer-based systems as required.

To liaise with the Legal Services Department and appear in court as expert witness when required.

To act as Resident Engineer / Clerk of Works on the units contracts and those of external consultants.

To ensure the Construction (Design and Management) Regulations are complied with fully to all projects within its scope.

To provide regular reports to the Senior Civil Engineering Officer and Landscape Planning and Development Manager on project development and progress.

Essential criteria

Qualifications, driving licence and experience

Applicants must, as at the closing date for receipt of application forms:

  • have a third level qualification in a subject such as Civil Engineering, or equivalent relevant qualification;
  • have a full, current driving licence which enables them to drive in Northern Ireland and a car available for official business, or, have access to a form of transport which will enable them to meet the requirements of the post in full; and
  • be able to demonstrate on the application form, by providing personal and specific examples, at least one years relevant experience, gained in the workplace, in three of the following five areas:
  1. on-site supervision of contractors in a construction environment;
  2. detailed construction phase record keeping, for example, site measurement/surveying/inspection records;
  3. knowledge of CDM regulations;
  4. knowledge of method statements/risk assessments for construction works; and, or
  5. competent in the use of AutoCAD/MS Office/MS Project.

Special skills and attributes

Applicants must be able to demonstrate, by providing personal and specific examples, evidence of the following special skills and attributes which may be tested at interview:

Technical knowledge: the ability to provide high level technical skills to enable a good standard of technical support and advice in the provision of a mechanical design service

Information Technology skills: the ability to use standard applications effectively, manipulate databases to extract data and use specialised software.

Written communication skills: possess a good understanding of service and technical issues, and the ability to develop high quality documentation with clarity and precision.

Work planning and prioritisation skills: the ability to carry out complex tasks to cost, quality and timeliness targets and the ability to prioritise work effectively and to forward-plan.

Decision making skills: the ability to make decisions on their own work priorities and methods and make sound day-to-day decisions on technical issues which can affect a range of people.
