Our client, a large Public Sector Organisation requires a Senior Capital Development Officer based in Antrim.

Hours of work: 37 hrs per week, Mon to Friday 9 AM to 5 PM

Hourly Rate: £25.79

LOCATION OF POST:

Antrim but may be required to travel to any Council site in the Borough

MAIN PURPOSE OF JOB

To be responsible to the Capital Development Manager for the effective management and delivery of allocated capital projects in accordance with the Department's project management procedures and in compliance with applicable statutory obligations and requirements.

Assist the Capital Development Managers in developing tender documents and contract administration procedures to keep up to date with the latest industry standards. Assist the Capital Development Managers in identifying efficiencies in the Service Area.

Maintain professional knowledge within project management and make recommendations for improvements as and when required.

To be responsible to the Capital Development Managers for the accurate and timely production of all information required for Council, Committee, Department or other reports, official returns and performance management as required

PRINCIPAL RESPONSIBILITIES

1 Responsible for the provision of contract and delivery advice, project management and technical support.

2 To develop service delivery agreements for consultants and contractors as required by the Capital Development Manager and prepare appropriate tender and contract documentation.

3 To support the Project Development Manager in the delivery of the Capital Programme including managing and monitoring contracts and service delivery agreements.

4 Responsible for the effective management, monitoring and control of allocated projects from inception to successful delivery compliant with projects briefs, objectives, and implementation plans.

  1. Prepare effective project briefs, in conjunction with project sponsors / clients.
  2. Identify, mitigate and manage all risks and environmental considerations associated with allocated projects in conjunction with the Capital Development Manager.
  3. As required by the Capital Development Manager manage and control quality, time and cost parameters of all allocated projects and report thereon as required. 8. Undertake the role of Council representative on a range of projects, and act as focal point of contact and technical liaison between project sponsors and the delivery team(s) as required by the Capital Development Manager.
  4. Develop relationships and partnerships with key stakeholders to ensure a coordinated approach to project management and effective communication between all parties.
  5. Resolve problems which arise in relation to project delivery in a timely manner and to refer to the Capital Development Manager as appropriate.
  6. Maintain and comply with relevant project systems and assist the Capital Development Manager in recording, managing and publishing project and procurement information.
  7. Identify synergies and interdependences between projects and assist the Capital Development Manager with the identification of efficiencies, value for money etc across Council wide projects.
  8. Assist with advancement of projects through the Gateway process at each stage of project delivery.
  9. Adhere to project change / variation management procedures.
  10. Ensure compliance of budgets for allocated projects in accordance with Council policies, Financial Regulations and Standing Orders as directed by the Project Development Manager.
  11. Apply appropriate formal project handover procedures and provide project sponsors with all necessary information.
  12. Responsible for the analysis of financial data, production of financial reports, reconciliation of financial data, auditing and verification of project expenditure and income for the Capital Section as required by the Capital Development Manager.
  13. Monitor, record and collate consultant and contractor performance data to assist the Capital Development Manager in performance improvement.
  14. Work within funding conditions and provide information for funding bids and claims as required.
  15. Coordinate and monitor service delivery by internal and external project teams and foster teamwork in all aspects of project delivery.
  16. Maintain professional knowledge in both the relevant field of professional expertise and project management generally and make recommendations to the Capital Development Manager for potential improvements in service delivery.
  17. Comply with the requirements of the CDM regulations and other Health and Safety 3 JR-57 legislation.

23 Evaluate tender submissions in compliance with Council's Financial Regulations and procurement legislation.

24 Prepare planning and other statutory applications and ensure projects are delivered in compliance with associated conditions.

25 Participate fully in all operational aspects of the Capital Development Section in accordance with the Section Business plan.

26 Carry out all duties in such a way as to enhance and protect the reputation and public profile of Antrim and Newtownabbey Borough Council.

27 Undertake such other duties as may be allocated from time to time in line with the general nature of the post.

28 To be available from time to time to carry out duties outside of normal hours and in addition to basic contracted hours. Such additional hours will be remunerated in line with Council's approved policies at the time.

GENERAL RESPONSIBILITIES

1 Demonstrate a team approach to achieving the objectives of the Section through full flexibility in relation to tasks undertaken.

2 Provide a high level of internal and external customer service including taking ownership of customer queries and complaints and following issues through to completion.

3 Continuously develop personal knowledge and skills to enhance internal and external customer service.

4 Comply with, and ensure that other staff comply with, Council's policies and procedures including those relating to health, safety, wellbeing and safeguarding.

5 Promote equality and diversity across all service areas through clear leadership, effective policy implementation and demonstrating appropriate behaviours in line with Council values.

6 Carry out any other relevant duties which may be assigned including working in other sections of the Department and Council.

7 Be available to work flexibly in other services during emergencies.

QUALIFICATIONS - ESSENTIAL

  • Degree or equivalent qualification in a relevant built environment discipline (i.e. architecture, project management, quantity surveyor)
  • Possess registration or full current corporate membership by examination of a relevant professional body or be willing to obtain this within 2 years of accepting the post.

Consideration may be given to those candidates who do not hold the above academic qualification but who can demonstrate a minimum of 7 year's relevant experience

QUALIFICATIONS - DESIRABLE

Additional relevant qualifications e.g. Post graduate qualification in Project Management

  • Working knowledge of H&S, Preventative Maintenance and QA Systems

EXPERIENCE

A minimum of 3 consecutive years' experience working in a building environment in project management to include the following:

  1. a) Delivery of capital projects
  2. b) Preparation of NEC tender documents
  3. c) Compliance with project budgets
  4. d) Coordinating project teams
  5. e) Building partnerships with a range of stakeholders

DESIRABLE

  • Negotiation with consultants / contractors on professional services / works / contractual issues

KNOWLEDGE

Working knowledge of the following:

  1. a) Project management tools i.e. Microsoft Project
  2. b) modern forms of consultant and works contracts
  3. c) health and safety legislation
  4. d) procurement legislation
  5. e) Competent in the use of Microsoft Office and Windows Application

OTHER

  • Full current driving licence and access to a suitable form of transport to enable the duties of the post to be carried out in full, or, if a disability prevents driving, access to a suitable form of transport to enable the duties of the post to be carried out in full
  • Available to work after hours, particularly evenings, to facilitate engagements and meetings
