Salary: £30,458

Location: Newforge Lane, Belfast
Hours: 37 hours per week

About the Role

The People Operations & Workforce Planning Advisor will play a key role in supporting the Agri-Food and Biosciences Institute (AFBI) to meet its organisational goals and long-term success.

This postholder will be responsible for delivering a high-quality People & Culture service, overseeing workforce planning, managing people operations processes, and engaging with a range of stakeholders across AFBI.

Working closely with HRConnect and internal stakeholders, the successful candidate will help ensure effective recruitment, accurate workforce data, and consistent application of policy, while providing professional HR guidance.

Key Responsibilities

  • Support and prioritise external recruitment processes with AFBI stakeholders and HRConnect, ensuring accurate records are maintained.
  • Manage the full life cycle of internal workforce planning processes.
  • Oversee the agency worker framework, providing support to managers in securing cover quickly and efficiently.
  • Maintain accurate records of agency worker usage.
  • Provide professional advice and guidance on People & Culture queries, ensuring adherence to policy and procedure.
  • Produce regular management information and reports on People & Culture matters.
  • Maintain up-to-date workforce statistics to support planning and reporting.
  • Manage and report on monthly internal audits, ensuring independent sign-off.
  • Provide support at meetings, including the production of accurate and timely notes.
  • Collaborate with colleagues across the People & Culture Branch to deliver high-quality HR services consistently across AFBI.
  • Promote positive communication and effective working relationships with a wide range of stakeholders.
  • Undertake all duties with a strong commitment to confidentiality, sensitivity, and duty of care.
  • Carry out other duties as required by management.

Essential Criteria

Applicants must, by the closing date for applications, demonstrate that they meet the following requirements:

  1. A minimum of 5 GCSEs (or equivalent), including English and Maths at Grade A-C.
  2. Hold, or be working towards, membership of the Chartered Institute of Personnel and Development (CIPD).
  3. At least 1 year's experience providing guidance and hands-on support in workforce planning and people operations processes.
  4. Experience in maintaining accurate records for management reporting.
  5. Proficiency in Microsoft Office packages, specifically Excel (including pivot tables) and Word.
