About the Role
The post holder will have a responsibility for the management of specific elements of Estate operations building and engineering maintenance teams throughout a sector of the Trust's Estate.
As a maintenance supervisor, the post holder will assist with managing a cost effective and efficient service that supports the corporate aims of the Trust to meet its aims of quality of service commensurate with a modern Health Service.
Working as a member of a team of Estate Operations Team, the post holder will assist with the management and co-ordination of estate operational and maintenance teams throughout the Trust's Estate. This will include engineering services, building elements and components, grounds maintenance contracts and building/engineering projects and the efficient use of energy.
The post holder will provide and receive complex or sensitive information relating to engineering or building issues. The post holder will be required to explain technical issues to non-technical staff.
The post holder will be expected to be professionally accountable within their own operational area.
Key Responsibilities
The post holder will be responsible for and will be required:
- To supervise and manage directly employed trade staff and external contractors on maintenance and servicing duties including mechanical, electrical and building work and promoting innovative solutions for continually recurring problems.
- To allocate the best resources available including external sub-contractors and directly employed staff on various emergency and infrastructure works, in all facilities across the Trust and check for completeness and quality of work.
- To assist directly employed labour, external sub-contractors and Estates Officers to investigate and identify problems with complicated plant and equipment and recommend the most suitable repair solution.
- To issue and control daily work allocation to directly employed labour and external sub-contractors through the departments CAFM Systems. Keep electronic records of work allocated including date, location, details and outcomes.
- Responsible for planning maintenance programmes for building engineering services. This includes reviewing working procedures and practices.
- Responsible for the supervision and management of the directly employed labour team for whom they have responsibility. This includes managing issues such as attendance, performance and pre-approval of overtime/on-call payments.
- To ensure compliance scheme works are actioned and completed through use of the Trusts Compliance Management Software.
- Participate, manage and use the Trusts Time Management Software to record work activities for their staff and self.
- To acting as team leader and co-ordinator showing leadership to those trade staff and contractors for whom they have responsibility.
- To efficiently and effectively organise resources both manually and electronically including labour, transportation and materials to provide a high quality service.
- To be responsible for the Health, Safety & Welfare of those they are responsible for including setting a high personal standard and ensuring directly employed labour and contractors comply with Trust policies and statutory standards.
- Responsible on a day-to-day basis for specialist contracts to ensure that patient needs are not compromised during planned and non-planned duties. This includes the issue of Permits-to-Work in accordance with best practice guidance.
- To carry out risk assessments of maintenance, repair and contract work as and when necessary.
- Undertakes surveys and/or audits as required for their job role.
- To be responsible for maintaining standards of discipline and time keeping.
- To promote co-operation, versatility and flexibility among those directly employed and contractors for whom they are responsible by setting a high personal standard and demonstrating a commitment to work flexibly and give guidance to those working with them in a busy Health Service Environment.
- To ensure acceptable standards of productivity and workmanship in the execution of work.
- To supervise maintenance and minor works projects whether carried out by directly employed labour or external contractors.
- To keep plans and records as are appropriate.
- To observe statutory and other relevant requirements, in particular those relating to Health & Safety.
- To fulfil requirements relating to the training and instruction of crafts persons trades staff, other employees and contractors.
- To refer and report to their line manager as required.
- To liaise with and assist other maintenance supervisors as appropriate.
- To carry out craftwork in exceptional circumstances.
- To undertake training where necessary and to learn new techniques and guide and support those they have responsibility for through an ever-changing working environment.
- Participate in a range of statutory/mandatory training and development activities to fulfil the needs of the post.
- To understand fully the inter-relationship between various maintenance trades, while encouraging and implementing flexible work patterns.
- To requisition materials and certify invoices for payment as appropriate.
- Management and ownership of budgets in relation to building, engineering and maintenance contracts. Ensures accuracy of invoices for approval and authorises for payment.
- Provide, when required, specialist engineering support / advice to external agencies e.g. RQIA & Health Estates, etc.
- To assist other Estates Teams, as well as other departments, when required including the Projects and Compliance Teams.
- May be required to participate at managerial level in a comprehensive on-call service to cover acute and community healthcare facilities that may require managing under adverse and difficult working conditions. Where necessary to assist colleagues when contacted outside normal hours in the event of emergency situations that may require additional staff and/or areas of expertise.
- To liaise regularly with other Estates Officers and Supervisors to ensure that all works are fully co-ordinated.
- To carry out duties normally undertaken by other Supervisors during periods of annual leave etc. or as directed by a more Senior Estates Operations Manager.
- If and when required, the jobholder will be expected to work regular, planned or unplanned overtime or shift working - sometimes at short notice (additional remuneration applies).

Requirements
Essential Criteria
- Working knowledge and experience in the maintenance of complex engineering plant and equipment.
- Working knowledge and experience of undertaking tasks of other engineering trade groups.
- Working knowledge and experience of working in a Healthcare Environment.
- Carrying out directly or by contract repair, replacement and renewal of engineering plant and equipment and services.
- Working knowledge of Microsoft Office (Outlook, Word, Excel, and PowerPoint) and CAFM Systems.
- Completion of a recognised and registered building services/engineering apprenticeship. (Full details of apprenticeship must be given on Application Form)
- Must hold a relevant building services/engineering or other related subject qualification at QCF or NQF Level 3 (or higher) together with a minimum of 5 years' relevant post apprenticeship experience*
OR
a BTEC Higher National Diploma/Higher National Certificate or equivalent in a building services/engineering or other related subject together with a minimum of 3 years' relevant post apprenticeship experience*
(*) - Relevant post qualification experience will be interpreted to mean experience at or above HSC Band 4 or equivalent level from an outside organisation.
