Our client, a large Public Sector Organisation requires a Planning Officer based in Ballymena.
Role: Planning Officer
Location: Ballymena
Hours of work: 37 hrs per week,
Hourly Rate: £16.37
LOCATION OF POST:
Ballymena
Main Purpose
To provide a professional town planning service and contribute to the delivery of community planning and housing priorities to build sustainable communities through effective place shaping and land use in line with our vision and values.
Key Responsibilities
- To undertake land asset activity, with an emphasis on evaluation, broader estate studies, support for Transfer Schemes and related planning applications.
- To assist in housing led regeneration and provide a local enabling role to support delivery of new housing development including mixed-use and mixed tenure neighbourhood.
- To support the Social Housing Development Programme by identifying and supporting schemes in areas of Housing Need.
- To undertake Site Identification Studies and Feasibility Studies in areas of high housing demand and rural areas identified for unmet need.
- To provide town planning advice to the Housing Executive.
- To complete Housing Market Analysis and Housing Need Statements.
- To ensure the annual production of Housing Investment Plans.
- To liaise with local stakeholders to ensure holistic delivery of housing-led regeneration programmes.
- To assist local councils in the delivery of effective community-led place shaping to build sustainable neighbourhoods.
- To effectively work within a highly motivated, skilled regeneration team.
- To represent the team to external and internal stakeholders as and when required.
- To ensure compliance with policies and procedures to provide governance and assurance within Land & Regeneration Services.
- To produce regular reports and briefings on housing need and regeneration programmes.
People Management:
- To work with a small regeneration team to ensure delivery of key objectives in a timely and effective manner.
- To provide advice, assistance, support and guidance to staff in relation to daily priorities and ensure staff are continually briefed on priorities, targets ad current performance objectives.
- To instil and promote an ethos of continuous improvement within the Team, so that current performance standards can be challenged and improved through new ways of working, without compromising service delivery or control.
General:
- To provide a high level of internal and external customer service.
- To ensure continued and effective working relationships with key internal and external stakeholders.
- To comply with and enforce all NIHE frameworks, policies and procedures, including but not limited to those relating to legal requirements such as equality, health and safety, information governance and procurement.
- To undertake any other duties, which may be assigned to meet organisational need, which is reasonably regarded as within the nature of the duties, responsibilities and grade of the post as defined.

Essential Criteria
Applicants must provide evidence by the closing date for application that they meet the following essential criteria:
- Hold an RTPI accredited planning qualification, or an equivalent which is accredited by an appropriate professionally recognised organisation e.g. IPI or RICS (P&D).
- Demonstrate at least one years' relevant experience of working in a
planning environment.
- For the purposes of shortlisting, applicants must demonstrate their relevant
experience in at least two of the following:
- Experience of the delivery and participation of community lead regeneration
- Experience of site identification and site assessment
- Experience of land asset management
- Experience of GIS and demonstration of proficiency in the use of GIS for planning projects
- Possess a full current UK driving licence or have access to a form of transport
that will permit the candidate to meet the requirements of the post in full.
Desirable Criteria
- Candidates should ideally be members of the RTPI (or of an equivalent
professionally recognised organisation e.g. IPI, RICS-P&D etc.) or in the process
of developing relevant experience towards membership of the RTPI, IPI RICS
(P&D) etc.
