The Role: Capital and General Ledger Assistant

JOB SUMMARY

The Capital & General Ledger Assistant is responsible for assisting the Capital Accountant in the daily running of the Capital & General Ledger team. They ensure that the general ledger interfaces are processed accurately on a weekly and monthly basis for this client and group companies. They will liaise with other Directorates in the setting up of capital project codes for capital expenditure. The number of Capital projects is greatly increasing with £2bn investment planned in PC21 and this will lead to increase in projects needed to be set up and maintained when commissioned on Oracle and on the Capital database.

KEY DUTIES/RESPONSIBILITIES

The post-holder will be required to carry out a range of duties which may include the following:-

  • Management of setting up new CPMR (Capital Programme Monitoring & Reporting system) and Captrax projects on Oracle so expenditure can take place.
  • Management of Capital MS Access Database ensuring it holds all new project set up information for capital project codes. Decide and allocate asset categories and splits for Operations projects ensuring that the information is accurate for use by the Tax team for HRMC returns and by the Asset Delivery team for the Annual Information Return (AIR) submitted to the Utility Regulator. Reject projects if they do not meet this clients capitalisation guidance based on their description and information in CPMR system.
  • Ensure that the Fixed Asset Register and Oracle are maintained by the commissioning of this client M&G (Management & General) capital projects through liaising with Management Accounts Business Partners and M&G Project Managers and analysing Oracle transactions (accruals, receipts and payments) and information on the CPMR system to decide if projects are ready for financial commissioning.
  • Apply accounting knowledge to prepare and review journals on Oracle for Capital & General Ledger transactions making use of functionality of a range of software packages including but not exclusively Excel using macros, functions and formatting to ensure that Group company accounting records are updated and reviewed accurately and on a timely basis. Manage month end and year-end accounting and reconciliation processes (including the closure of Oracle sub-ledgers at period and year end close). Investigate and resolve any differences/errors found during the month end and year end close processes.
  • Future Corporate Systems (FCS) project - Assist with ensuring the Capital & General Ledger team is prepared for the future change in Financial System by participating in User Acceptance Testing (including identifying defects) and implementing the new process for the closure of sub-ledgers at period close working closely with the Fujitsu external team and this clients Financial Systems team.
  • Process, review and authorisation of BACS payment runs using appropriate technology in accordance with this clients policies and controls to ensure payments are issued to customers, suppliers, employees and stakeholders in a timely and controlled manner. Process payment stops for refunds, direct debits, CHAPS, foreign payments and faster payments ensuring all reconciles at the end and any differences are resolved.
  • Reconcile and update capital project information on a regular basis (due to increase in Capital investment in PC21) to ensure accurate information is held on Oracle and the Capital database for analysis.
  • Management of weekly and monthly Oracle interfaces and reconciliations including Captrax, Inventory, Accounts Payable and Accounts Receivable.
  • Process monthly Payroll and Cash Management on Oracle and ensure all reconciles. Investigate and decide how to resolve any differences by working with Treasury and HR teams.
  • Ensure bank lodgment's are prepared on a weekly basis for any cheques received within the Finance section. Liaise with the transit company Pivotal to book collections and ensure these are completed weekly.
  • Provide information to and deal with queries from this clients external auditors during interim and year-end audits. Implement relevant external and also internal audit recommendations as appropriate. Provide advice and answer queries from employees across the company on Capital & General Ledger matters.
  • Liaise with colleagues within the this clients Group of Companies (including front line staff and engineers) and external service providers (including external auditors, Pivotal and Fujitsu) to build and maintain good relationships which support the Capital & General Ledger in the achievement of team targets and objectives. Identify, proactively investigate, monitor and resolve queries concerning Capital & General Ledger transactions.
  • Demonstrate continuous knowledge development of the operation of the Capital & General Ledger modules in Oracle and Fixed Asset system Real Asset Management.
  • Provide cover for other Level 6 in the Capital & General Ledger team when required.

BUDGET AND PEOPLE MANAGEMENT RESPONSIBILITIES
The post holder will be required to:

  • This role does not involve direct budget responsibilities.

  • The role does not involve direct staff management. However, the role holder will be required to manage interactions with colleagues outside of the Capital & General Ledger team and external partners to ensure that issues are identified, investigated and resolved in an effective and efficient manner.

Hours of work: Full-time - 37.5

Requirements:

  • A 3rd level qualification (HNC/HND/Degree) or equivalent in a Business/Finance/Accounting related qualification AND at least One years' experience of working in a Business/Finance/Accounting environment

OR

  • Have Four years' of working in a Business/Finance/Accounting environment.

  • Knowledge and understanding of monthly financial reporting processes.
  • Working knowledge of MS package including Excel, Word and Access.
  • Ability to achieve a high level of work accuracy within tight timescales.

Other: Working knowledge of Oracle and Financial Reporting software including OBIEE or Business Objects are desired although training will be given.
