The Role: Human Resources Officer

JOB SUMMARY

The postholder will support the Senior HR Advisor and HR Manager with the co-ordination of work within the Pay & Conditions Team, to ensure the delivery of an efficient and effective service. S/he will provide advice and guidance to Trust managers on a range of day to day Pay & Conditions matters in accordance with Agenda for Change terms & conditions of service, associated Trust policies and procedures and employment legislation. The postholder will provide support in relation to the processing of employee's personal and contractual information on the Human Resources, Payroll, Travel and Subsistence (HRPTS) system.

KEY DUTIES/RESPONSIBILITIES

The post-holder will be required to carry out a range of duties which may include the following:-

  • Assist the Senior HR Advisor with ensuring that HR Assistants have completed all HRPTS related work accurately and timely for payroll deadlines, ensuring that all necessary background documentation has been sourced and accurately reflects information provided by managers.
  • Provide advice and guidance to managers in relation to processing of employee personal and contractual information via HRPTS Manager Self Service and relevant offline manual forms.
  • Participate in system audits in relation to the monitoring and quality assurance of HRPTS data.
  • Support the Senior HR Advisor with HRPTS data cleansing activities, engaging with key stakeholders as required.
  • Ensure that all payroll processing deadlines are adhered to and provide guidance for Trust staff and managers in achieving these deadlines.
  • Maintain an appropriate knowledge of the HRPTS system and maintain a sound knowledge of the structures and functions of the Trust
  • Assist with the resolution of any HRPTS issues in relation to both processing and system errors.
  • Assist with maintaining, updating and filing electronic departmental records, as required.
  • Ensure the security of all personal data, other documents and the HRPTS system is maintained to the highest standard.
  • Support the HR Manager in ensuring the effective implementation of all Trust Information management policies and procedures.
  • Support the HR Manager in ensuring systems and procedures are in place for the management and storage of information in order to meet internal and external reporting requirements.
  • Deal with telephone and face to face enquiries from managers, staff and the public regarding Pay & Conditions issues in accordance with departmental procedures. Examples might include, enquiries regarding terms and conditions of employment, maternity leave, special leave provisions etc.
  • Provide efficient administrative support to the Pay & Conditions Team including word processing and issuing of documentation via external/ internal mail as required.
  • Develop good working relationships with other teams within the HROD Directorate e.g. Case & Attendance Management, Resourcing, HRPTS OM & System Access etc. and work with them in relation to Pay & Conditions issues.
  • Continually strive to improve quality, standards and procedures within the Department, contributing to any associated development work, as appropriate.
  • Provide guidance and support to HR Assistants as required.
  • Undertake other delegated pieces of work and defined projects as required by the Head of Employee Relations, including working across the HROD Directorate as the needs of the service require.

GENERAL REQUIREMENTS
The post holder will be required to:

  • Co-operate fully with regard to Trust policies and procedures relating to infection prevention and control.
  • Take responsibility to minimise the Trust's environmental impact wherever possible. This will include recycling, switching off lights, computers, monitors and equipment when not in use. Helping to reduce paper waste by minimising printing/copying and reducing water usage, reporting faults and heating/cooling concerns promptly and minimising travel.
  • All employees of the Organisation are legally responsible for all records held, created or used as part of their business within the [org name] including patients/clients, corporate and administrative records whether paper-based or electronic and also including emails. All such records are public records and are accessible to the general public, with limited exceptions, under the Freedom of Information act 2000 the Environmental Information Regulations 2004, the General Data Protection Regulations (GDPR) and the Data Protection Act 2018. Employees are required to be conversant with the Trust policy and procedures on records management and to seek advice if in doubt.

This Job Description will be subject to review in the light of changing circumstances and is not intended to be rigid and inflexible but should be regarded as providing guidelines within which the individual works. Other duties of a similar nature and appropriate to the grade may be assigned from time to time. It is a standard condition that all Trust staff may be required to serve at any location within the Trust's area, as needs of the service demand.

Hours of work: 37.5 hours with potential for Hybrid Working

Requirements:

  • Hold an HNC/HND or equivalent or higher qualification in a Human Resources OR Business related subject AND 1 years' experience in a Human Resources Role at Band 3 or equivalent level

OR

  • 4 GCSE's at Grade A - C to include English Language or equivalent/higher level qualification AND 2 years' experience in a Human Resources role, 1 of which must be at Band 3 or equivalent level.

OR

  • 3 years' experience in a Human Resources role. 1 of which must be at Band 3 or equivalent level.

  • Experience of providing advice on HR Policies and Procedures and Terms and Conditions of Service

  • Experience of processing personal and contractual information on a HR/ Payroll computerised information systems

  • Experience in the use of Microsoft Office products including Work and Excel

Other: Hold a current full driving licence which is valid for use in the UK and have access to a car on appointment. This criteria will be waived in the case of applicants whose disability prohibits driving but who have access to a form of transport approved by the Trust which will permit them to carry out the duties of the post
